IEEE Standards Association IEEE, ETSI, and Bluetooth Meeting August 31, 1999 Monarch Hotel Washington DC USA Richard J. Holleman, IEEE-SA Standards Board Chairman
Meeting Goal & Agenda • Goal • The goal of the meeting would be to see to that there is a possibility for the three of us (Bluetooth, ETSI and IEEE) to cooperate and to write down an action list. • Agenda 5:00pm to 8:00pm • Short update and participants goals • How could IEEE, ETSI and Bluetooth cooperate to reach goals • What are the related next steps
IEEE: An Overview • IEEE Established in 1884 (AIEE & IRE) • IEEE Dec98 Membership was 334,811; 66% USA & 33% Non-USA • IEEE produces 30 percent of the world's published literature in electrical engineering, computers and control technology, • IEEE holds annually more than 300 major conferences and • IEEE has more than 800 active standards with 700 under development.
IEEE 802 Status (Aug1999) • 802.1 VLAN Approved (802.1)Q • 802.2 Hibernation • 802.3 1000BASE-T Approved, 10G Study Group Underway • 802.4 Hibernation • 802.5 High Speed Token Ring • 802.6 Hibernation • 802.7 Hibernation • 802.8 Fiber Guidelines Ballot • 802.9 Hibernation • 802.10 Hibernation • 802.11 Higher Speed Activity Underway • 802.12 Hibernation • 802.14 WG Draft Ballot, Advanced PHY PAR • 802.15 WPAN Task Group, Coexistence Study Group and Marketing Committee Underway • 802.16 Broadband Access Projects (LMDS). This will also have ETSI coordination

Participant Goals • “Do the right job at the right time." ETSI - IEEE-SA Co-operative Agreement 21Apr99 • Annex1 b) IEEE-SA 802 (Radio LANs), number 3 • IEEE wants to comply to following statement from the Bluetooth SIG: • “Additionally the Bluetooth SIG is currently in discussions with ETSI to develop a world-wide standard based on Bluetooth that covers the entire Bluetooth capabilities stack. If these discussions go forward, then the Bluetooth SIG would like ETSI and IEEE coordinates their efforts so that both standards interoperate.” Jim Kardach, 15Jul99
How to cooperate • Scenario Planning • Scenario 1
Bluetooth v1.0 A Foundation Specification L1-L7 Standard ETSI L3-L7 IEEE 802 L1-L2 Scenario 1 = ETSI/IEEE Interface { 7 Application X.400 and X.500 EMAIL 6 Presentation 5 Session 4 Transport Transport Control Protocol (TCP) 3 Internet Protocol (IP) Network Logical Link Control (LLC) Hardware 2 Data Link Medium Access Control (MAC) Software Physical Layer 1 Physical (PHY) ISO OSI IEEE 802 Layers Standards
Issues Prevent consumer and user confusion that could result from non-interoperable specifications, and Provide a mechanism to test interoperability between Bluetooth, IEEE, and ETSI solutions by maintaining appropriate testing interfaces. Scenario 1 (cont.) ?

Scenario 1 (cont.) • Summary • The IEEE feels a cooperative arrangement could be agreed to by both Standards Development Organizations. • We would envision IEEE carrying the ETSI standard so users could get both and the same for ETSI by having them carry the IEEE standard.
Next Steps • Exchanging of information from the P802.15 e.g., Bluetooth/IEEE areas, • Accessibility of Bluetooth/IEEE working documents and Bluetooth/IEEE drafts, and • The nomination of an observer from IEEE P802.15 Working Group to the relevant ETSI technical body and vice-versa • Sharing Bluetooth/IEEE agendas that contain items of mutual interest • ETSI to commit to the conversion of IEEE P802.15 (OSI/ISO Layer 1 and 2) outputs into ETSI deliverables by a "to be" designated ETSI Technical Body and vice-versa • If this ETSI Technical Body is inclined then we welcome ETSI Editor assistance in drafting this IEEE P802.15 (OSI/ISO Layer 1 and 2) document(s) • Recruit ETSI Technical Body Members into IEEE P802.15 • Identify ETSI role in the P802.15.1 Draft Comments
