Chapter 1 – Personal view • An impressive international effort • Rio and Kuala Lumpur - big steps forward, using soild basis from Eiesnach & Tampere • Consistent with 96 Guidelines and significantly more systematic; draft useable by all Parties • Look forward to finalisation at Sydney on basis of current round of Government review
