Ethical Decision-Making Process • Is it right for a government to turn off the internet for its citizens? • Stakeholders • Local Government • Citizens • External Governments • Options • Have unifying body take control of the internet infrastructure • Separate internet infrastructure into countries to allow governments to dictate the internet in their countries • Allow all citizens to choose whichever backbone they desire

  4. Ethical Decision-Making Process • Allowing a unified body to dictate the internet seems like the best solution. Every country could have a say in how everything is run and then other countries would not be able to block legitimate access to any other country • This is a good solution because it works in the same way as people accepting a government or a standards committee

ACM Code of Ethics • This solution has the best interests of the people in mind • Further, it keeps in mind that the internet should be able to be secure and have free (as in speech) access to everyone • As stated in section 3.4, this will allow for those who have technical knowledge to properly represent the people who choose them

ACM Code of Ethics • Also, section 3.2 dictates that those who follow the code must attempt to provide resources which “build information systems that enhance the quality of working life” • Finally, in section 1.4, those governments which disable internet access are discriminating against all other countries
