Changes to the tables • Tables 1, 2 and 3 • What are the changes? • No Table 1b • HEFCE-fundable split into ‘old-regime’ and ‘new-regime’ • No separate disaggregation of foundation degree students • No separate price group for media studies • Why? • Can monitor compliance with medical and dental intake targets using the separate Medical and Dental Students survey • Re-calculation of 2012-13 high cost funding and phase-out funding • Don’t need to identify foundation degree for funding purposes now • In future only one price group for media studies

Changes to the tables • Table 4 • What are the changes? • Most data previously collected no longer required • Now only collects numbers of undergraduates taking a whole year abroad: • Regulated £0 - Erasmus whole year abroad • Regulated half fee - non-Erasmus whole year abroad • Some further changes not confirmed yet • Why? • Table 4 previously used to determine assumed fee income in the teaching funding method that applied up to 2011-12 • Now Table 4 will be used for calculation of 2013-14 Erasmus fee compensation

Changes to the tables • Table 6 • What are the changes? • Part-time but claiming full-time student support • Separate identification of medical/dental students • Undergraduates split into those in AAB+ equivalent population, and those not • Why? • Part-time but claiming full-time student support - due to call on student support budget • For broader understanding and to help understand changes in recruitment over time

Changes to the tables • Table 7 • What are the changes? • Price group C split into C1 and C2 for 2013-14 funding • No separate price group for media studies • Separate identification of postgraduate taught students who are eligible under the undergraduate student support regime • Why? • Price group C split follows from 2013-14 teaching funding consultation • In future only one price group for media studies • Proposal to provide supplementary funding for postgraduates in price groups A to C, except where they have access to the undergraduate student support regime

Other changes • Assignment of activity to price groups • What is changing? • Price group C split into C1 and C2 for 2013-14 funding • Media studies and sports science/leisure studies • For HEIs - to reflect the new academic cost centre structure of the HESA student record from 2012-13 • also has implications for social work & social policy activity • For FECs - to reflect recent changes to the list of available Learndirect codes on the Learning Aims Reference Application (LARA) database

Other changes • Clarification on Higher Apprenticeships • What are they? • Designed to meet employers’ need for higher level skills, by combining a range of on- and off-the-job training • Vary in the length of time they take to complete and the qualifications that may be included within them • May receive support from public funds through a variety of sources

Other changes • Clarification on Higher Apprenticeships • How should they be returned on HESES/HEIFES? • Only the activity that meets the definition of recognised HE courses should be included • Students studying full-time towards a recognised HE qualification as part of it may count towards the student number control when they commence their study towards such full-time undergraduate qualifications • Where HEIs are also providing other elements of training as part of it, they should report two instances on the HESA student record for each student on the apprenticeship

Other changes • Accession of Croatia to the EU • Where a country accedes to the EU during the academic year, years of instance for students from that country should be treated as overseas if they commence before the date of accession, and as Home and EU if they commence on or after the date of accession • For 2012-13 this is expected to apply to the accession of Croatia on 1 July 2013 • For the purposes of providing forecast 2013-14 student numbers on Table 7, Croatia should be treated as part of the EU

Timetable and process • Accessing the blank workbook • Release letter sent to HESES/HEIFES contact and head of institution (by e-mail and post) • Blank workbook available on HEFCE extranet • Instructions for using HEFCE extranet and access key required for blank workbook contained in release letter • Workbook is password protected to preserve formulae, formats and loading information • Data should not be cut/copied and pasted from cell to cell as this disrupts formulae

Timetable and process • Validation checks • Purpose is to ensure invalid data is not submitted • We will not accept completed workbooks with failed validation checks • Invalid data is highlighted in red in the workbook • All validation checks will be detailed in Appendix 2 of HESES/HEIFES12 publication

Timetable and process • Credibility checks • Purpose is to ensure data is credible and that the HESES/HEIFES guidance has been followed • Two types (both displayed in workbook): • First stage credibility warnings • Automatic highlighting in comparison tables • Institutions can upload workbooks with failed credibility tests, but we need to know the reason why • All credibility checks will be detailed in Appendix 4 of HESES/HEIFES12 publication

Timetable and process • Monitoring the 2012-13 student number control • Student number control (SNC) limit for 2012-13 given in 2012-13 grant table B • This limit will be monitored using Table 6 of HESES/HEIFES12 • A worksheet in the HESES/HEIFES12 workbook will show a provisional 2012-13 grant adjustment relating to students in excess of the 2012-13 SNC • Final 2012-13 SNC grant adjustment released February 2013

Timetable and process • Returning the completed workbook • Ensure an audit trail is kept, particularly for forecast figures • Refer to the checklist of questions provided in the workbook release letter • Completed workbook to be uploaded to the extranet • When processed a message is displayed explaining whether or not the upload was successful

Timetable and process • Data verification period • Once completed workbook is uploaded, HEFCE staff will review the data and query where necessary, taking into account explanations already submitted • You will be asked to explain any outstanding credibility checks and any large differences between tables • You will be asked to submit revised data if necessary • Data must be signed off by head of institution by 21 December 2012 (for FECs) or 14 January 2013 (for HEIs)
