The Humber Paradox • “Two councils both alike in dignity in fair Humber where we lay our scene”- not quite Shakespeare • Two authorities united by a common moral purpose but with very different challenges • Two authorities but one economy and shared prosperity • Improving Schools Improving Lives

Context • Low NEETS -less than 2%- low levels of unemployment • High participation rates • Level 2 and level 3@19 well above national • Above average destination data- 59% into HE • Well above average achieving level 4 • Best ever standards and progress in all phases EYFS to Sixth form • ER level 4 learners leave the sub region

  4. Existing arrangements Educational and Skills Partnership (Adult and 14-19) meets each half term 5 active Local Area Partnerships Annual Education & Skills Plan and self evaluation LAP plans and self evaluation ERYC self-funded learning partnership (2 staff)

Successful partnerships long standing, well attended local and central partnerships- providers & partners Hull and ER providers of all types, ERYC officers, Hull University led Formal Review in 2013 reformed all partnerships - new chair- provider led Past successes include: entitlement curriculum for all, diplomas, increasing level 3 @19 to best in sub region, narrowing level 2/3 FSM gaps @19, common IAG events, LAP collaborative projects

  6. Future challenges -1 Improving consistency of outcomes for all 14-19 learners Ensuring all providers are good or better Good quality careers education- real contexts Genuinely independent and appropriate IAG for all learners from at least 11 years

  7. Future challenges-2 Redressing recent decline in level 3@19 Narrowing level 2 and 3 FSM gaps @19 Improving destination data and progression: ensuring vulnerable learners have the same opportunities, increasing Russell group/ Oxbridge destinations, improving Apprenticeship entries

  8. Future Challenges-3 Over-supply of 14-19 places in sub- region: new sixth forms, expanding 14-19 places-existing providers, Studio Schools, UTC 1 and 2(?) Demographic decline in student numbers Mitigating competition through effective partnership- avoiding declining providers

  9. Future confidence Humber LEP York, North Yorkshire and East Riding LEP Strong leadership- targeted support from LEPs Improving outcomes from all providers Improving economic conditions and investment Optimistic future- a great place to live, study and work
