BRING IN THE MUNICIPALITY TO THE CITIZENS

This project aims to modernize municipality-citizen interactions by providing training in PR skills to improve communication. The Center for Modern Skills in Serbia and Montenegro collaborates with governmental administrations to educate professionals on effective citizen engagement. Through workshops and sessions, participants gain expertise in teamwork, PR, and democratic leadership. Goals include systematizing PR roles in municipalities, raising awareness of the significance of good communication, and planning long-term training programs for PR professionals. The initiative seeks to transform traditional views on citizen-government relationships and prioritize effective communication channels.

  2. Serbia and Monte Negro • Serbia – 161 municipalities • 4 towns (at least 2 municipalities, Belgrade 16) • Monte Negro – 22 towns in 3 regions

  3. ADMINISTRATION • Ministry for human rights and national minorities on federal level • Ministry for Local Self-Government in Serbian Government • Standing Conference of towns and municipalities of Yugoslavia (Serbia and Monte Negro)

CENTER FOR MODERN SKILLS • NGO founded in 1998. • Basic strategy- enable participants to master skills as teamwork, public appearance, debate, democratic leadership, PR… • Educations of students • Executive boards in municipal governments and representatives in local municipalities • Participants in public and political life in Serbia

BRING IN THE MUNICIPALITYTO THE CITIZENS • Recognizing the necessity for education for professionals communicating with citizens in different ways • Changing “traditional” opinion about who serves whom (Do citizens exist to be “drilled” in local administration and are the paper works the only way of communication between local government and community?)

  6. The Team • Mr. Prvoslav Plavsic, psychologist, an experienced expert in researching public opinion • Ms Natasa Ristic, professor in literature, journalist and trainer for communication skills and PR • Under donation of several foreign NGO

Methodology • More than 150 municipalities were included in 8 training sessions • In two-days training , groups made of participants from different municipalities went throw basic training in PR (terms, definitions, intern, extern, corporative, protocol… • Work-shop – Organizing an event by tusk (promotion, festival, local cleaning action…)

Opportunities • Problems and opportunities • Huge differences between municipalities (developing, budget, organization and education level…) • Being with other people, PR-s had opportunities to “went out” from their own abilities and circumstances • Analysis of communication level and organization “on the field”

  9. Goals & Objectives • What we did • Found that in 150 municipalities worked only 4 PR-s by systematization. In majority, communication is “everybody’s” or “anybody's” tusk, from one situation to another (gathering team by tusk or finding someone “suitable”), or non-priority duties of old-fashioned relicts from social times. • Give reasons for self esteem to professionals who are not recognized as very important in their own organizations • Help them to make their CEO-s aware of importance of good communication

Key Issues • Near term • The first and practical step in organizing municipalities PR-s net, for maintaining communication between professionals working in information activities (the one and only of that kind). • Long term • Changing opinions about importance of good and quality communication with citizens • Planning “second circle” of training for people who shoved special interest and abilities for PR in municipalities • Special training for local governments andmajors about importance of municipalities PR
