  3. Goals for Improving Basic Education • Improve the participation rates by bringing in children who are not in schools • Improve the retention rates of learners who are already in schools • Raise school performance and improve academic achievement

  4. Expand opportunities for preschool education Increasing the number of DepED preschool classes Increasing resources for Service Contracting Scheme Providing financial assistance to PTCA-organized preschools Tightening standards for private preschools Continue the implementation of existing and new programs that will improve the participation rate of 6- year old children Strategic Directions (1) The successful implementation of E.O. 685 will contribute to achieving the 90% PR for elementary education by 2010
