Who are we and how do we work? • UNAIDS - Health and Development Africa (HDA) • Focus on Short Term TS : 3800 consultant days provided per year by TSFSA in areas of planning and management, approx 200 assignments per year • Respond to demand – partner ownership is key • Funded and unfunded requests • Pre-empt and assist in planning key TS, and targeted capacity development to respond to partner priorities • Large database of regional and international consultants, and South-South networks • Emphasis on quality assurance in TS and using regional resources effectively

  3. TSF services cover over 60 countries Geographical Coverage of TSFs TSF Southern Africa covers 14 countries

GF grants implementation Procurement and supply management incl. plans, quality control, systems Financial management incl. reporting, accountability systems; M&E: systems, incl. quality, harmonization, data validation. GFATM implementation support Country needs driven – funding from USG and UNAIDS • Grant negotiation: TRP clarification, workplans, budget, indicators. • Phase 2 renewal applications • CCM governance • for stronger CCM function • Participation of civil society + PPPs • in all GF processes AlsoGF proposal writing

Main demand • M&E, planning, costing, proposals, financial management, Regional structures • NSP processes – 11 countries • GFATM proposals • Round 8 - 13 proposals; 27 consultants • Round 9 – 7 proposals • Round 10 – 11 countries • 68% success for TSFSA supported proposals in R 8 & 9 vs. average +/- 48% • GFATM implementation support - 9 countries

TFS support to non-governmental partners for grant proposals and implementation • Proposal preparation • Orientation and capacity development for success • TS in conceptualising and writing proposals for inclusion in national applications • Support for developing gender-related proposals • Institutional assessments to prepare for dual track PRs • Assistance with budget and workplan preparation • Input on how best to develop calls for proposals from stakeholders • Peer review processes

TFS support to non-governmental partners for grant proposals and implementation • Grant negotiation and preparation for implementation • Orientation of CSOs to GF requirements, particularly in M&E and financial management • Support in using self-assessment tools • Institutional assessments to meet conditions precedent • Assistance with SSR proposals • Finalisation of work plans and budgets • Support to PRs when they have not set up capacity to guide CSOs on M&E and financial management systems

TFS support to non-governmental partners for grant proposals and implementation • Grant implementation • Institutional and system assessment to identify strengths and weaknesses • Particular focus on programme, M&E and financial management, but also support on organisational development and procurement issues • Training, consultant support and intermittent follow-up support where required • Liaison with other partners – e.g Backup initiative and GMS to provide complementary support

TFS support to non-governmental partners for grant proposals and implementation • Strengthening CCM roles in governance • Workshops to orientate CCMs to GF requirements • Support to CCMs to develop strategies to fulfill their roles in relation to both GF requirements and the national HIV and AIDS response • Support to CCMs to develop by-laws to ensure appropriate function and representation

Kenya R10 had private sector components • Support to SABCOHA on systems refinement • Procurement sector support
