Broadening access to education • Primary: • Use of multigrade teaching in rural areas. • Secondary • the FPE bulge – may double in 2007 • Optimise utilisation of existing schools • Specific action for non-performing schools • Performance management for principals (develop appraisal system) • Double shift teaching in some schools • Emergency new schools, • Start with 3 teachers + principal, ensure full teacher utilisation, use primary school buildings. • Construct new buildings
Improving quality of education • Teachers • Planned study on teacher issues. • Review training, in-service support and inspection, incentives for rural teachers, and mathematics and science teachers • Leadership: • Short course leadership training for principals. • Leadership module included in pre-service training • Assessment: • Reconsider assessment at key stages in primary education. • Curriculum • Gradually move to a narrower, deeper curriculum, with strong focus on Mathematics, Science, English and Sesotho • Textbooks • Concern at cost of textbooks in Lesotho • Plan to review system, unpack different stages, • Possibly reduce the choice of books.
Re-focusing technical and vocational education • Need to expedite the review of TVET sub-sector. • Refine and approve the current draft policy • Review the system for planning manpower needs (inter-ministerial + industry) • Develop a qualifications framework for TVET
Reforming the Higher Education system • Review and develop the funding strategy for HE • Focus on priority areas • Per capita funding for universities • Reform the loan bursary scheme • Competitive capital funding • Consider encouraging the establishment of a private university • Transformation of the university
