Customer Impacts Should be Capped at $1/MWh for Residential and Commercial Customers • As proposed, the rule would provide a cap on utility budgets, exclusive of potential bonus payments • REPs prefer a cap on the total customer impact because it would: • Reduce the projected cost impact by nearly 40% that consumers would otherwise incur under the June 3 filing for the year 2014 • Provide greater transparency and rate certainty for retail customers, limiting customer confusion • Set a reasonable cost limit at the outset, allowing the Commission and stakeholders to evaluate through a measured approach how increases in efficiency goals can be effected, taking into account the impact the rate increase will have on retail customers
