  1. Registrations

  2. Emissions • Total aggregate emissions before control device are at least 0.2 lbs/day but less than 10 lbs/day. (Maximum daily emissions) • Sources are exempt if emissions are <0.2 lbs/day or equipment is listed in Appendix A, Reg. 1102. • Permits are required for emissions of 10 lbs/day or greater.

  3. Control Device • A permit is required if the control device is needed to meet federal and/or state emission limitations or standards.

  4. Reg. 1125 • A permit is required if equipment is a major modification to a major source as defined by Reg. 1125, “Requirements for Preconstruction Review.”

  5. Air Quality Impact • EPA Screen3 Air Dispersion Model calculates maximum downwind concentration (MDC) based on one-hour exposure. • The MDC is adjusted to an eight-hour basis and compared to the eight-hour Threshold Limit Value (TLV) as found in NIOSH or ACGIH tables • The Department has set a criteria that the TLV must be at least 100 times greater than the MDC

  6. TLV/MDC <100 • The Department will determine if the equipment can be registered. • Concentrations are compared to Ambient Air Quality Standards. • Configuration of emission source may be changed.

  7. TLV/MDC >/= 100 • Submit registration form and TLV/MDC spreadsheet to Department. • Equipment can be installed and operated without further approval.

  8. Department Assisted Registration • Complete Parts 1-4 and 6-7 of registration form. • Department will perform Screen3 modeling.

  9. Self-Registration • Start with Registration Form

  10. Run Screen3 • One-hour MDC for each pollutant. • Distance to MDC.

  11. TLV/MDC Spreadsheet • Adjusted MDC (eight-hour) • TLV/MDC (eight-hour basis)
