Prelude: RCI in objectives and results Create European and Regional clusters for innovation: mainstream research and deployment to support local development and modernise public administrations Experiment a Cooperation model based on bottom-up practice among Regional administrations and public-private partnerships (clusters) Prepare Strategic guidelines for RTD development and ICT innovation and Thematic guides on key application areas for regional innovation 20 RCI launched and 9 European clusters being created through inter-regional co-operation and initiatives of Elanet, eris@ and TeleCities
Prelude’s Cluster for Innovation A cluster for innovation is a structured group of people taking European initiatives on Information Society actions regarding: modernisation of public administrations Multi-channel and personalised services to citizens, enterprises and communities Local development With a common research, technology and innovation plan carried out by one or more public-private partnerships
Prelude’s cluster composition A cluster is group of individuals, supported by theirorganisations, working in Laboratories: ensuring scientific competence (research community) and strong link to the territory; Companies: mastering technology / providing ICTproducts and services / offering innovation competence; Local authorities:endorsing political and strategic issues for effective deployment and impact; NGOs: providing advise and other professional services

GUAR@NTeE - Guaranteeing Universal Access to Resources, Applications and Networks Towards eEurope • The Prelude eCommunities European Cluster for Innovation coordinated by eris@ (www.erisa.be) • Respond to the danger of Digital Divide (social exclusion) in connection with the development of eCommunities and eCitizens issues • The need to understand better barriers to ICT take-up at the local and regional levels
