3. Contract Negotiations The government contracting community is a vast and bureaucratic network that is challenging to navigate without an experienced team.
Government contracts can be very complex and will require:
Detailed analysis and deconstruction of requirements
Triangulation of requirements, proposal and contract Work Breakdown Structure (WBS).
The diverse elements of a contract are:
Compressed into various contract line items (CLIN)…and
Call for the innate ability to cross-walk requirements to CLINs and deconstruct them to fully understand their key deliverables.

4. Award Deliverables During the initial stages of your project, you must design and develop an extensive package of deliverables...
Cyber Security Plan (30-45 days to complete)
The Recipient is required to submit a plan for how it will address cyber security requirements and concerns in accordance with policies and procedures provided at https://www.arrasmartgridcyber.net to the DOE Technical Project Officer
The plan is to be submitted within 30 calendar days of the date the Contracting Officer signs the award agreement
If the Recipient is required to resubmit its plan, the revised plan is due within 15 working days of receipt of DOE’s comments.
Stellar Grants worked diligently with various industry leaders in the Cyber Security arena during the proposal development phase of SGIG round one…We understand current standards and the premise and logic behind evolving standards.

5. Award Deliverables continued Project Execution Plan (30-60 days to complete)
The Recipient is also required to submit a draft Project Execution Plan (PEP) to the DOE Technical Project Officer
The intent of the PEP is to provide the DOE with appropriate understanding and insight into the approach and methodology the recipient will use to manage the project to successful completion (typical plan is 50-60 pages).
The PEP provided to DOE will contain the following items:
A description of the project, including the end product or end result being accomplished
Work Breakdown Structure (WBS) to Level 2, with dictionary
Integrated Schedule
Performance Measurement Baseline (PMB)
A Listing of Major Project Milestones tied to the WBS and PMB
The Project Responsibility Assignment Matrix for the WBS
Project Risk Management Plan

6. Award Deliverables continued Metrics & Benefits Reporting Plan (60-90 days to complete)
The Recipient is required to develop and implement a plan for the collection and reporting of project-related metrics and benefits as stated in the Smart Grid Investment Grant (SGIG) Funding Opportunity Announcement (DE-FOA-000058).
The Metrics and Benefits Plan shall include at a minimum the following information:
Specific build and impact metrics
Numbers and types of jobs created
Description of the types of data
Calculations used to derive impact metrics
Provide a schedule showing how the reporting of build and impact metrics coincides with the deployment of smart grid technology and key decision milestones
Schedule for reporting build and impact metrics and benefits.

7. Audit, Compliance & Reporting The Government (ARRA) and the DOE, specifically, are policy compliance-centric organizations. Their portals of policy and procedures are robust and will require constant study to ensure your program stays on-track.

Our total Team total per hour rate is $510. However, we are prepared to offer you (a preferred Customer) a much reduced Team total per hour rate to assist your organization meet the extensive demands of SGIG contract negotiations and follow-on audit, compliance and reporting.
