200 registered childminders offering 800 places to children under 8 years • The aim of HLT childminding team is to raise quality and narrow the gap through; • Delivery of a Comprehensive training programme.. .Currently 77% of childminders are accessing training • Childminder Networks ... currently has 86 childminders members who have been assessed as meeting Quality Standards • Network Childminder co-ordinators Childminding in Hackney
In 2008 only 30% of Hackney childminders were good/Outstanding In 2008- 35 childminders were on the Network In 2014 there are 75% childminders achieving Good/Outstanding In 2014 there are 86 childminders on the Network meeting quality assurance standards Congratulations to you all, who are making a difference to Hackney children!! Government agenda appears to be that the role of the LA is to provide less support to childminders and settings The government now wants only settings and childminders who are in need of support to receive it. The support might be at a lower level What’s changing?

From September 2014, Children and Families Act herald the emergence of Childminder Agencies The Government sees childminder agencies as being ‘One-stop shop' organisations; • Offering training, business support, advice and support to childminders. • Marketing, administrative support and development opportunities to help them to further raise the quality of their provision. • Providing a valuable service for parents who want to find a high quality childminder including a matching service for parents providing them with the information they need to make informed choices. • Guaranteeing high quality provision The Government does not want to prescribe a business model for agencies – ‘we want to give agencies the freedom to develop models that suit parents and childminders locally’ But it is vital that childminder agencies are Self funding • Ref: Childminderagencies and changes to the local authority roleLaunch date 28 March 2014 Respond by 22 May 2014 Ref: Department for Education What’s changing?

So what are your choices? • Option 1 • Retain Ofsted registration as an Independent childminder for a fee . Ofsted will: • Register any new independent childminders- carry out checks DBS, Health, and carry out registration visit • Inspect independent childminders against EYFS and publish the report • Investigate complaints • Ofsted will not train, support, or • advise • Option 2 • Join a Childminder Agency for a fee? The Agency will • Register new childminders-carry out checks DBS, Health etc and undertake registration visits • Regulate through quality assurance visits against the EYFS and publish the report to parents • investigate complaints • + • Provide parent matching service • Provide Support in meeting EYFS requirements and quality standards • Provide a training programme • Services of different agencies will be determined by the individual organisation
Hackney are committed to maintaining quality care to young children in Hackney We know the current childminder service supports quality We are therefore exploring how the current service could be transferred into an Agency Model, which will not be for profit!! HLT agency model?

Can I stay self employed if I join HLT Agency? Can I continue to make my own decisions about the service I provide if I join an HLT Agency? Would I receive a grading about the quality of my service from HLT agency that I can share with parent? Would the number of children I can care for as a member of an agency stay the same?
