Background to date • 11-02/480r3 Preparation of PAR and 5 Criterion addressing Japan’s 4.9-5GHz bands described situation in July, 2002 • The Japanese Ministry published rules for the use of the bands on August 6th and 7th, 2002 and slides 4-13 of this presentation summarize the requirements • Discussion points and actions are presented in slides 14-16. A draft PAR and Five Criterion accompany this presentation. Peter Ecclesine, Cisco Systems et al

  10. Transmission rate • Transmission systems using 4.92, 4.94 and 5.04GHz • shall communicate at therates of 5Mbpsor more and have capability that can communicate at the rate of 10Mbps or more. • Transmission systems using 4.96, 4.98, 5.06 and 5.08GHz • shall communicate at the rates of 10Mbpsor more and have capability that can communicate at the rate of 20Mbps or more. http://www.soumu.go.jp/s_news/2002/pdf/020611_3_02.pdf Peter Ecclesine, Cisco Systems et al

  11. Radio equipment shall quit its transmissions, when the equipment detects electrical filed intensity, E, transmitted from other equipment than its correspondent larger than G: antenna gain (linear value) Pt: transmission power [W] n: 20 for 20MHz system Carrier sense Radio equipment shall have carrier sense mechanism for band sharing • Radio equipment shall start its transmissions after carrier sense, except the following conditions: • equipment of which transmission and reception are controlled by other equipment and • transmissions within 4msec after the carrier sense. http://www.soumu.go.jp/s_news/2002/pdf/020611_3_02.pdf Peter Ecclesine, Cisco Systems et al

  12. Transmission antenna gain • 10dBi or less • When EIRP is less than power of 250mW transmission power plus 10dBi antenna gain, EIRP can be compensated by additional antenna gain. http://www.soumu.go.jp/s-news/2002/020507_1.html Peter Ecclesine, Cisco Systems et al

  13. Other requirements • Subscriber shall communicate with only base stations (access points) and select frequency channel based on the base station control.(This means that ad-hoc mode (IBSS) is prohibited) • Following requirements are assumed; • base stations shall be licensed and • subscriber can be un-licensed.(802.11a compliant subscribers are categorized into un-licensed subscriber) http://www.soumu.go.jp/s-news/2002/020507_1.html Peter Ecclesine, Cisco Systems et al

  14. Discussion Points • To confirm OFDM PHY can satisfy the new Japanese regulation • It could be OK, because technical committee considered the proposal based on IEEE 802.11a spec. However, it is important for IEEE 802.11 to confirm the spec. • To decide channel IDs for 4.9-5.0GHz band • Current 802.11a defines channel ID for band 5.0-6.0GHz. It is important to define standardized channel ID for 4.9-5.0GHz band for interoperations. • To handle 4msec carrier sense rule • The Japanese regulation requires for all equipment to sense carrier every 4msec. The rule could make several impacts for IEEE 802.11 spec such as • maximum PCF durationmay be limited to 4msec • fragmentation length may be limited to 4msec • any other? • It is discussion point to be standardized or not. • To handle IBSS prohibit rule • It is discussion point to define new standardized mechanism or not. • (I think no new mechanisms will be required. The country and frequency information available in the MAC should be sufficient to prevent people from starting IBSS.) Peter Ecclesine, Cisco Systems et al

  15. The WNG Motion Move to have WNG move that the 802.11 Working Group forward to the 802 exec for approval 802.11-02/xxxr0 PAR and 802.11-02/xxyr0 Five Criteria to extend 802.11, 802.11a and 802.11d to the Japanese 4.9GHz-5GHz bands Peter Ecclesine, Cisco Systems et al

  16. The WNG motion: to bring the following motion to the WG Move to have the Working Group confirm 802.11-02/xxxr0 PAR and 802.11-02/xxyr0 Five Criteria to extend 802.11, 802.11a and 802.11d, as necessary, to the Japanese 4.9GHz-5GHz bands, And to forward them for approval at the November 2002 IEEE 802 Plenary Peter Ecclesine, Cisco Systems et al
