The Global Mechanism of the UN Convention to Combat Desertification Master’s Course on Integrated Drylands Management 4-6 October 2010
INTRO • Magnitude and impacts of desertification • What is the Global Mechanism (GM) • What is our operating environment
1. Desertification/Land Degradation • not only the natural expansion of existing deserts • land degradation in arid, semi-arid and dry sub-humid areas • reduction or loss of the soil’s biological / economic productivity • long-term loss of natural vegetation
Magnitude of desertification • 1 billion hectares (size of China) is already degraded due to human activities • “Desertification is one of the most critical problems affecting ecosystems today” (MEA)
Impacts of desertification • 1.2 billion people live below the poverty line • 1 billion people live in drylands • More than 600 million are rural poor • 250m people are directly affected • 135m are “environmental refugees” • 60m are migrating to Europe/North Africa • Africa: 2/3 of land is degraded(ing) • estimated 3% loss in agricultural GDP • Conflicts, urbanization and migration
2. The Global Mechanism (GM) « promote actions leading to the mobilization and channelling of substantial financial resources to affected developing countries » • Financial Mechanism of the UNCCD • Began operations in 1998 • Hosted by IFAD in Rome • Facilitation Committee • Other Partners
2. GM Resource Mobilization Strategy • « providing specialized advisory services to upscale finance for Sustainable Land Management » • increase effectiveness of existing financial mechanisms • balance poverty reduction and development with the sustainable use of natural resources • generate enabling conditions for UNCCD implementation • support policy-making
3. Our operating environment • Agenda 21: Sustainable Development • MDG framework: 2015 target date • Paris Declaration: Aid effectiveness and harmonization • UN reform: System-wide coherence • EMG: International environmental governance • Rio +20
