  4. Plan ReviewConsider the Audience • Official Development Plans (ODP’s) • Developers and Designers • Concerned with the “big picture”. • ODP’s are recorded and enforceable long term.

Plan ReviewConsider the Audience • Landscape and Irrigation Plans • Landscape Designers and Installation Contractors. • Only involved this tiny piece of the project. • May not see a complete ODP or set of Civil Plans. • Don’t count on the developer to pass along information. Provide the landscaper the information they need to build it right. • Keep a set for your records

  6. Plan ReviewConsider the Audience • Technical, Civil or Construction Drawings • Include all the details that everybody needs to know. • Detailed drawings • Installation methods • Product requirements • Specifications

  7. What do I look for?What do I say? -Develop a set of “Standard Notes” that address problems that consistently arise -Look at the plans to make sure things make sense. -Check materials lists Consider future system plans -Document all communications

  8. Users Plan to Comply • Make sure that this is complete and correct. Keep a copy. • It helps the State • It defends public health. • It reminds the contractor about the requirements and his responsibilities. • It protects you, if the contractor fails to keep his commitments.

  9. Agreement of Use • An agreement defining the expectations and rules of interaction between the user and the treater. Explain how the reclaimed water system may differ from what they are used to. • Delivery • Application • Maintenance Responsibility • Water Quality • Payment • Resolution of Regulation 84 violations • Termination of Service • Agronomic Rate • Worker Education

  10. Tap Sale • Westminster won’t sell a tap or allow the contractor to perform work on the reclaimed waterline until a “Notice of Authorization” has been received.

  11. Preconstruction Meeting • Meeting face to face and talking about the expectations can have more impact than notes on plans. • Developer • Subcontractors • Inspectors • Planners

Inspections • During construction check the exposed pipe. • After completion, schedule a walk through with the irrigation and maintenance contractor. • Irrigation Audit. • Check signs, backflow preventers and irrigation clocks. • Provide Worker Health and Safety Information and Regulation 84.

  13. Meter Setting • At this point, the system is accepted. The meter won’t be set if: • The pipes aren’t purple. • If there isn’t a backflow preventer. • If there is a bypass in the meter pit. • If there is a cross-connection • If anything else seems out of order.
