Slide 5 : France: 550 000 km2 • Territory organisation: 26 regions, 100 departements( mean surface 5500 km2, the head is the prefet) ,37000 communes( or cities whom head is the mayor ) many of them have few inhabitants and few means .. • City mayors( elected officers) are in charge of safety on their territory. • The state as the support of the mayors • Produce flood information • Implement flood alert system • Alert mayors who inform and provide citizens with protections measures . • Provide civil defense means such as police, gendarmerie Meteo France: Always in advance on time and weather
Slide 6: FLOOD ALERT SYSTEM FORMER SITUATION • 52 Flood alert services( FAS): creation in mid 19th century • The FAS provides the state authorities and the prefet with flood advisories messages • The prefet decides the alert and inform the mayors who take appropriate measures to inform and protect citizens. • Each local FAS produise bulletins with comparison of water level threshold and tendency of evolution. • Some insufficiencies of the former situation • Insufficient take into account of the meteorological contribution • Insufficient human and financial ressources. • No national harmonisation(operational and in term of management) of the numerous local agencies • Insufficient scientific and technical knowledge Meteo France: Always in advance on time and weather
Slide 8: 2 FLOOD ALERT SYSTEM : NEW CHALLENGES • Better take into account the meteorological contribution ( the fallen rain and the rain to fall ) for a better flood forecast and better anticipation of the danger • Necessity for a rationalisation of the existing ressources and renovation of the information process( vigilance procedure ..like the meteorological vigilance ..) • Necessity to upgrade scientific and technical tools with scientic support of a national institution.
