CeC Industrial Safety Peter Cirnigliaro CEC Internal Readiness Review December 21, 2015
CeC Industrial Safety • Non-Standard Industrial Hazards are radiation and ODH which are analyzed and described in detail in the C-AD SAD • Standard Industrial Hazards are controlled by following SBMS requirements and include: • Lasers • Cryogenics pressure and temperature • Electrical (shock, arc flash and blast) • Ozone from interaction of radiation with enclosure air • Hydrogen from beam dump cooling water interaction with electron beam • Noise, walking and working surfaces, ladders and work at heights, falling objects, chemicals, manual lifting
CeC Industrial Safety • Fire • Environmental impacts • Crane, forklift, man lift, etc. use • RF and magnetic fields • Vacuum • Confined space (tank, trenches) • Startle hazards • Stored energy (compressed gasses, water) • Welding, cutting, grinding • Lead
CeC Industrial Safety • Considered early in the design phase • Hazard Screening Report dated 2/24/12 • NEPA (Categorical Exclusion) dated 3/13/12 • RHIC SAD (USI CeC addition) dated 11/15 • BNL LESHC reviews • C-AD ASSRC and C-AD RSC reviews • Tier 1 inspections • RHIC Fire hazards Analysis and consultation with BNL Fire Protection Engineer
CeC Industrial Safety • Engineered safeguards are used where possible and practical: • Standard Laser safeguards • ACS interface of RF power supplies • Pressure vessels ASME U-stamped or equivalent • Electrical meets NEC, EEI and Electrical Inspector programs
CeC Industrial Safety • Designs and Interfaces are appropriately documented • Approved equipment specifications • Drawings (see Design Group, CEE, CME, QA) • C-A OPMs • Process Assessment evaluated for CeC • Facility Risk Assessment • Job Risk Assessments for type of work and operations conducted at CeC
CeC Industrial Safety • Interfaces to PPS (ACS) • Testing is part of ACG test program • RF power supply ACS system
CeC Industrial Safety • Documentation is available to groups that have CEC systems • Equipment manuals • C-A OPMs • Drawings • SAD and ASE (see CeCProject web page)
CeC Industrial Safety • Further systems acceptance and periodic checks • High Power Beam Dump • Instrumentation • Magnets
CeC Industrial Safety • Control of CeC Work • Work Controls as per SBMS, flowed down to C-AD OPM 2.28 series • Weekly C-AD planning and scheduling meetings in C-A OPM 2.28.a • Use Human Performance methods to reduce events • Operations are in system C-A OPMs, Chapter 22
CeC Industrial Safety • CeC staff qualification and authorization to do work or operations • System experts • Training Manager developed training for shift staff, BTMS • Training for general entry to area • BNL Safety training for workers as required, BTMS
CeC Industrial Safety • Lessons Learned • Beam loss at NSLS-II • Ladders • LOTO • Startle noise • Arc Flash
