  2. Background • HRTPO is the MPO for Hampton Roads • Transp. Technical Advisory Cmte. (TTAC) • Hampton Roads Transp. Operations (HRTO) Subcmte. • Comprised largely of traffic engineers (VDOT and cities) • Advises TTAC on operational issues • Serves as a forum for discussion of improving traffic operations • Develops Operations Strategy for members and MPO • Assists in the development of the regional ITS architecture

  3. FHWA Regional Traffic Signal Review • Oct. 2012 HRTO requested signal review • Oct. 2013 FHWA presented draft review • Review team: • FHWA (3) • VDOT (1) • International Municipal Signal Assoc. (1) • Technique: • visited seven (7) jurisdictions

Findings • Subject agencies have desire and expertise • Maintenance funding shortfalls exist • Most have not identified value of signal infrastructure • Agencies have not defined: • Core mission • Operational objectives • Basic service • Agencies lack performance assessment capabilities • Agencies lack signal management plans • Agencies lack programs to develop staff effectiveness • CMAQ funds have been distributed without a regional plan [later rescinded] • Capital funds have been used to mask O&M shortfalls • Capital funds are being used to mask “programmatic deficiencies” • Agencies have not “consistently documented needs and requirements” for projects • Some have not reconsidered chosen hardware and software frequently. • Improvement in regional focus is needed.

Response • Mar. 2014 FHWA taught: • “Evaluating Performance of Traffic Signal Systems” • Start w/ stakeholders and their goals • Use performance measures • To know when to tweak/fix operations • To show decision makers why we need money • Candidate performance measures • % arrival on green • Green utilization • Queue length • Length of congested period, hours • Mean time between failure • Intersection occupancy

  6. Next Steps • HRTO hiring consultant to prepare an “Operations Strategy”- advice for improving operations: • focusing on surface street network • for members • how to improve operations • for HRTPO (concerning allocation of CMAQ/RSTP $) • how to get the most bang for the buck • via roles & responsibilities (program) • via technology/projects
