THE PLOCK PILOTObjectives • Mobilise the local community around development planning and implementation • Align the development plans of businesses, NGOs and public administration • Pool resources of private and public sector to finance tasks from the strategy • Build capacity to obtain and absorb EU funding
THE PLOCK PILOTPartners • The Municipality: • a historical city of 130,000 citizens • petrochemicals and textile industries • The Private sector: • PKN ORLEN: petrochemical, Płock’s largest employer and taxpayer • Levi Strauss: largest production plant in CEE • UNDP • Development expertise
THE PLOCK PILOTBenefits • For UNDP: • Promoting Type 2 partnerships as efficient tool in addressing social exclusion, boosting local development • For private sector: • Improving image, savings on transaction costs • For Municipality: • Focused investment, capacity-building, learnings for policy change

NETWORK UNITAR / CIFAL • Training for local authorities to enhance their capacity in managing sustainable development • CIFAL Plock for CEE/CIS: sustainable urban development and PPP • Partners: UNITAR, UNDP, Veolia, Alcatel, Dexia, the Congress of Local and Regional Authorities of Europe, the Foundation for the Sustainable Development of European Regions, Orlen. • Training on ICT (e-govrnance , end Nov) • Training on PPP (public delivery, beginning Dec 04)
REPLICATIONScope and objectives • Agreement with PKN ORLEN to replicate the Plock model in 8 towns in Poland (additional resources) • Build a network of NGO, municipalities and businesses working on urban SD and PPPs at local level
UNDPCore competencies • Partnership broker • UNDP a trusted, impartial third-party brings parties together, side-stepping political tensions, suspicions and pre-conceptions • Development/public policy expertise (substantive partner) • UNDP recognized for participatory community development and local planning expertise • Flexibility and quick decision-making
LESSONS LEARNED (cont) • Partnerships take time to mature • Different partners with different metabolism • Major HR commitment - staff time and skills development • Stick to common agenda • Do not over-reach to where goals do not overlap • Accountability • You never know if company 100% “clean” - keep business-like distance to avoid UNDP being implicated in internal “scandal”. • Normal UNDP instruments not appropriate
LESSONS LEARNED • The importance of: • Actively involve all partners in decision making process • Developing simple, open and common ‘language’ between partners • Continues dialogue to understand individual interests, mutual benefits • Transparent agenda • Financial commitments ( should be included in an agreement)
