He in India 4 • Out of total 25,951 colleges in India ( 2010) only 7632 means 28% colleges are possessing UGC Approval under 2F . • Ground Reality is that 72% means 18,319 colleges in India are not eligible for UGC Grants. • 2565 colleges are women colleges. • 130 state universities/ state private universities are not having UGC`s 2f/12B status, not entitled for UGC grants. • PPP BY: Sudhir Gavhane

POOR STATE UNIVERSITIES • THE STATE UNIVERSITIES ARE 289 • They are with poor infrastructure , inadequate faculty , financial • crunch .lacking academic and research culture , outdated labs , over • politicization , ICT backwardness , unable to maintain themselves • UGC gives around 12 to 15 cr. In five years , it gives 30 to 50 cr. every year • to central universities • State Govts are not supporting state universities with sufficient fund due to • their financial difficulties • Majority affiliated colleges are with most poor infrastructure , inadequate and • unqualified faculty ,unaided colleges without proper labs ,libraries and buildings • , corruption in appointments ,teachers are exploited

HE IN INDIA 5 • Strength of college and university teachers is 5,89000 • Strength of students is 1cr., 36 lakh , 42 000 • Out of them only 12.24% students are university students [ 16.69 lakh] • 87.76% are college students, 41.40% are female students • Figures are impressive indeed, but let us check its undercurrents. • by : Prof. Sudhir Gavhane

HE IN INDIA : 6 • GER COMPARISON : INDIA AND WORLD • Gross Enrollment Ratio [ GER] of India is only 17.21 % [ percentage of • Youth of age group 18 to 23 ] • Where we stand ? • USA : 83% , SWEDEN : 82% , NORWAY : 80% , UK : 60% , FRANCE: 56% • WORLD AVERAGE : 23% , DEVELOPED COUNTRIES : 55% • MIDDLE INCOME COUNTRIES : 32% • We are far behind of the developed world. • How can we become a knowledge society ? • Out of 12 cr. 40 lakh youth only 1cr. 36 lakh students can get higher • education in INDIA • Meaning that more than 11 cr. And 4 lakh students are OUT OF college / universities

He in India : utter negligence of research • Indian higher education system has neglected research during last 60 years . • Where are Nobel laureates in India? • We lack research culture , support from universities , govts –state and central , private sectors • India`s population in the world is 16% and international research papers • share is just 1.6%, USA more than 30% • IPR IGNARANCE , Patents lacking , lacking applied and basic research • Very sorry state of research affairs ,plagiarism , contract guides ,poor • quality content • Where is knowledge creation , retrievation and dissemination ?
