Southwest Highlands Zonal Health Resource Center. Introduction. In 1989 the MoHSW established six Continuing Education (CE) Centres : Northern Zone, Lake Zone, Southern Highlands Zone, Southern Zone, Western Zone, and Eastern Zone. In 1997, the name was changed to Zonal Training Center.

Introduction • In 1989 the MoHSW established six Continuing Education (CE) Centres: Northern Zone, Lake Zone, Southern Highlands Zone, Southern Zone, Western Zone, and Eastern Zone. • In 1997, the name was changed to Zonal Training Center.
Introduction, continued • In 2005, the MoHSW recommended the addition of the new Central Zone based in Dodoma and the Southwest Highlands Zone based in Mbeya. • In 2009, the name was again changed to the Zonal Health Resource Centre (ZHRC). • Currently there are eight (8) Zonal Health Resource Centers. • Purpose: Decentralization from the MoHSW to the ZHRCs for the coordination, implementation, monitoring/evaluation of health trainings.
Overview • The South-West Highlands Zonal Resource Centre comprises of 3 regions – Mbeya, Rukwa and Katavi. • It was officially inaugurated on the 26th May, 2006 at the AMOTC, Mbeya. • It serves 13 councils. • To date, there are 12 health training institutions (1 is not yet functioning – MpandaCATCand 1 is not yet registered – St. Aggrey’s.)
Mission Statement • The center strives to create competent health providers through quality and up-to-date pre- and in-service training, continuing education and serves as a link between MoHSW, health programs and projects with regions and districts in matters concerning human resource for development.
Vision • An institute that provides qualified and competent health care providers and serves as advisor for regions, districts, health projects and programs in the delivery of high quality health care services.

Pre-Service Training • Focal Person: Shaba Kilasi • Current Activities: • Liaise with MoHSW to assist HTIs concerning funding for daily operations • Supportive Supervision for Pre-Service HTIs • Establishment of Lab Technology course • Future: • Increase enrollment in Pre-Service Training • Ensure quality training is provided
In-Service Training • Focal Person: Dr. TamaryHakika • Current Activities: • Liaise with MoHSW to assist HTIs concerning funding for daily operations • Supportive Supervision for In-Service HTIs • Increase of Distance Education activities • Establish calendar of all health training activities in the zone through collaboration and cooperation with NGOs, Development Partners and stakeholders • Future: • 6 wks modular certificate course on HIV/AIDS and TB • Increase enrollment for In-Service Training • Ensure quality training is provided
Research and Consultancy • Focal Person: Dr. Robert Rweyemamu • Current Activities: • Facilitate preparation of research proposals • Meet with NIMR – Mbeya to discuss research collaboration as discussed during Stakeholders’ meeting • Future: • Collaborate with various institutions • local, regional and international • Providing a practical contribution and report in health research. • Consultancy and training assignments on: • health reforms, health planning and management, monitoring and evaluation.
Information and Communication Technology • Focal Person: Dr. Fabian Magambo • Current Activities: • Installed new Operating System software known as Ubuntu on 16 computers (7 student, 9 staff/laptops) • Collaborative effort with Peace Corps Volunteer/ICT Specialist • Assistance to establish zonal website (www.swhzhrc.webs.com) • Future: • Teaching Computer courses • Installing Ubuntu on computers at other Institutions in the Zone • Working with Development Partners to gather resources (i.e. Computers, Internet Access) • Database Management of all tutors in the zone and their training needs
Successes • Site visits to all Health Training Institutions in the zone • Orientation of HTI Principals on Strategic Plan Development • Increased communication with Development Partners and Stakeholders and awareness of the ZHRC through Stakeholders meetings, Task Force meetings, establishment of a website and development of brochures (I-TECH, GIZ) • Collaboration with Development partners in the coordination of trainings for tutors (I-TECH, Baylor) • Increased number of tutors in Health Training Institutions (BMAF – Global Fund, I-TECH)
Strengths and Opportunities • The center has teaching materials and venues for conferences and trainings. • The ZHRC has a good network of trainers in different aspects such as HIV/AIDS and other infectious diseases. • Can act as a liaison between the districts/regions and available resources from Development Partners • Bridge between MoHSW and training institutions
Future Plans • Expansion of Distance Education activities • Infrastructure Expansion • Provide Professional Development Opportunities for Healthcare Workers • Improve collaboration with districts and regions on coordination of health trainings
