2007 Work Programme headlines Focus on a few priority areas, carefully targeted to meet ERG aims (Art. 3 ERG Decision) Three priority areas identified: • Regulatory Challenges: to be at the forefront of the evolutions of regulatory framework; • Harmonization: to boost harmonisation among ERG members and effectively contribute to internal market; • Innovation: to address new issues driven by technology development. 1. Regulatory challenges • Regulatory agenda will provide inputs for years to come • Draft 2007 WP envisages following lines of action: • response to proposed legislation on ECF • analysis of implications of new ECF • functioning of art. 7 process • response to proposed review of Ec Rec. on relevant markets/analysis of implementation • opinion on proposal for US review • analysis of implementation of IR Regulation • Timing of regulatory processes will dictate the response and the deliverables of ERG/IRG

Improving harmonisation 2007 will be crucial for ERG to progress on greater harmonisation WP 2007 delivery will build on harmonisation strategy Provide guidance for harmonisation 2007 WP Identify priority issue NRAs commit to take into utmost account guidance and provide reasoned decisions Processess and organisation Practical means to strenghten cooperation between NRAs (centres of knowledge and information sharing) Organisational arrangements to improve level and organisation of resources and processes

Improving harmonisation Identify priority areas: Develop guidance for harmonisation: • wholesale broadband access • VoIP • LLU implementation rules • mobile termination • fixed termination • regulatory accounting systems • transparency, consumers information • Analysis and evaluation of different regulation in place across EU members • Develop complementary Common Positions identifying best practices for remedies
3. Innovation Here and now, technology innovation is changing market patterns and regulatory needs: 2007 WP will address two major issues: • NGN development (building on 2006 investigation and focusing on regulatory impacts) • Convergence (access to networks, access to contents, bundling of services)
Communication and job organisation 2007 Chair will follow closely established good practices, both for WP delivery and for external communication: • Project Teams approach • maximum transparency and consultation • ad hoc hearing on major topics • prompt information about initiatives taken (Plenary debriefing, press releases and periodical meetings) • continuous contacts with stakeholders
