I. Introduction • Article 19 UN CRPD • Addresses DI pointing out the right • to choose the place to live • to have access to a range of community support services • to have access to mainstream services • Community-based services “Spectrum of services enabling individuals to live in the community”: • Mainstream services (e.g. housing, healthcare, education, employment, culture, leisure, …) • Specialised services (e.g. personal assistance, respite care, …)
II. Why a roadmap? We have recommendations describing what is DI, what are community-based services, what should not be done • What should service providers do? • How can EASPD support its members?
III. What do we want authorities to do? • Promotion of the UN CRPD philosophy on social service provision: • Individualised and person-centred approach • Respect freedom of choice How? • Developing EU quality standards based on the UN CRPD on the spectrum of services • Promoting training programmes for education, social and health workers based on the UN CRPD • Allocate funding to research facilitating the implementation of Art 19UN CRPD
Planning and monitoring the DI process How? • Developing - in cooperation with EUROSTAT, the FRA and MS - a minimum data set for support services • CBS should be included in the Cohesion Policy after 2013 • Cooperating with pwd • Presenting a Communication on the transition from institutional to CBS
IV. What can EASPD do? • Promote CBS and DI at national level through the organisation of memebers, ad-hoc events • Promote the role of trade unions through the European Social Dialogue • Promote networking between mainstream and specialised providers • Monitor EU policies and raise CBS and DI in all relevant discussions at EU level
V. What can EASPD members do? • Promote the use of ESF • Establish Quality Assurance Systems that include • Involvement of pwd • Focus on wishes and preferences of the individual • Cooperation with all actors • Needs assessment • Adopt human resource management tools to (re)organise the services according to the UN CRPD principles • Establish strong links with the communities
VI. Conclusions • Involvement of all actors - pwd in the first place - in the planning, design and delivery of the services • Pwd should lead the process of planning, assessment and service delivery and should be supported to take this role • More cooperation between mainstream and specialised actors • Quality of life should be in the first place • DI and CBS require frequent monitoring and assessment in order to adapt the services when needed • The final outcome should be the assurance of the respect of the rights, dignity, needsand wishes of each individual
