SPECIAL DELEGATIONSforCOMPLEX HARDWARE&TSO SOFTWARE Thomas.Phan@faa.gov 562-627-5342 July 26, 2005
Introduction • Background • What is Complex Hardware ? • TSO Software ? • Policy & Regulations • Complex Hardware • TSO Software • DER Qualifications for Special Delegations • Delegated Functions & Authorized Areas • Questions & Comments
What is Complex Hardware • All items that are not simple are considered to be “complex”. (DO-254 Definition) • Complex custom micro-coded components with hardware design assurance levels of A, B, and C. (AC 20-152) • Devices are often as “complex” as software controlled micro-processor-based systems. (FAA Programmed Logic Devices Generic Issue Paper)
What is Complex Hardware • Examples of complex hardware components: • PLD: Any electronic part that altered to perform an application specific function, such as PLA, GAL, FPGA, EPLD, etc. • ASIC: Any masked programmed IC that requires physical customization of the device die by an ASIC vendor, such as Gate Array, Cell-Based and Custom Design, etc. • COTS microprocessors are not included as “complex hardware” because of life cycle data are not available to satisfy DO-254 objectives
TSO Software • Software requirements specified in Technical Standard Orders (TSOs) • RTCA/DO-178 ( ) “Software Considerations in Airborne Systems and Equipment Certification” • Software data must be validated and verified in a manner acceptable to the Administrator • Deviations for TSO Software (Order 8150.1B) • Requests to deviate from software development (ACO) • Requests to use an alternate means of compliance (AIR-100)
Policies & Regs • Complex Hardware • 14 CFR § 25.1309, “ Equipment, Systems and Installations” • Part 25 Complex HW & PLD Policy Memo, dated 01/15/04 • Part 25 Generic Issue Paper, PLD • AC 20-152, “ RTCA/DO-254 Document” • RTCA/DO-254 • TSO Software • Part 21 Subpart O, “Technical Standard Order Authorizations” • FAA Order 8150.1B, “Technical Standard Order Program” • FAA Memo #2001-01, “Use of DER in TSOA Process” • AC 20-115B, “ RTCA, INC., Document RTCA/DO-178B” • RTCA/DO-178B
DER Qualificationsfor Special Delegations • Complex Hardware • Experience in the Complex HW Design Assurance • Knowledgeable in FAA Policies • TSO Software • Experience in the TSO Process • Knowledgeable in FAA Policies • Must be a SW DER • Requesting Letter to FAA Advisor
Delegated Functions & Authorized Areas • For Complex Hardware • Chart B, Authorized Area F - Special (Complex Hardware) • Chart C1, Authorized Area N - Special (Complex Hardware) • Chart C2, Authorized Area L - Special (Complex Hardware) • Chart E, Authorized Area C - Special (Complex Hardware) • Chart F, Authorized Area C - Special (Complex Hardware)
Delegated Functions & Authorized Areas • For TSO Software • Chart B, Authorized Area F11 - Special (TSO SW Approval) • Chart C1, Authorized Area N3 - Special (TSO SW Approval) • Chart C2, Authorized Area L3 - Special (TSO SW Approval) • Chart E, Authorized Area C9 - Special (TSO SW Approval) • Chart F, Authorized Area C8 - Special (TSO SW Approval)
