  2. Government of Newfoundland & Labrador Waste Management Strategy – May 2007 • Divert 50% of materials going to disposal by 2015 • Reduce number of waste disposal site by 80% - 2020 • Eliminate open burning at disposal sites by 2012 and phase out the use of incinerators by 2008; • Phase out use of unlined landfill site by 2020; • Full province wide modern waste management by 2020. 3. Key Components of Waste Management • Source separation • Collection • Local waste management facilities (LWMF) • Material Recovery Facility (MRF) • Compost facility • Construction & Demolition Debris facility • Household Hazardous Waste facility • Second generation Landfill (lined landfill) The Upside of Waste Management NEIA Workshop

  4. Central NewfoundlandService Area 50 – Towns, 38 – LSD’s, 19 – Unincorporated Areas The Upside of Waste Management NEIA Workshop

  5. Projected Annual Generation of Waste The Upside of Waste Management NEIA Workshop

  6. Source Separation – Two Bag (wet/dry) Advantages • efficient single-pass collection (lower collection costs) • the production of compost; • the stabilization of Wet waste residue; • the inability to hide unacceptable wastes (e.g. HHW, yard waste) in transparent bags. • compost carts not required • less education of the public required (sorting is simpler) • control of recovery rates occurs at the facility instead of in the home or curb, providing the flexibility to respond to market demands The Upside of Waste Management NEIA Workshop

  24. Existing Disposal Sites Closeout Costs • 42 Existing Sites • $215,000 Average Closeout Cost Per Site • Gander is Largest Site at a Cost of $1,990,000 • $9,000,00 Total Closeout Costs The Upside of Waste Management NEIA Workshop

  26. At the Curb • Curb side Collection • Municipalities responsible for collection or CRSB will do if requested • Preferred option is to contract out • Because of longer distances to LWMF or Regional Site larger trucks will be required • Two stream collection so split stream trucks required • IC&I wastes will generally not be collected by Municipalities • Bulk and C&D wastes will not be collected with regular household wastes • Opportunities • Supply of collection trucks • Collection for residents and bussiness • Special collection services for bulk items and C&D materials The Upside of Waste Management NEIA Workshop

  27. At the LWMF • Snow clearing • Data and communication services • Scale maintenance • HHW disposal • Metals recycling • Wood waste recycling • C&D material recycling • Transporting waste to Regional Site The Upside of Waste Management NEIA Workshop

  28. At the Regional Site • Provision of fuel, power, data and communications, office supplies • Provision and repair of heavy equipment • Scale maintenance • ODS removal from White Goods • Recycling of metals, wood and other C&D materials • Operation of MRF and Compost facilities (CRSB will own facilities however are open to contracting out operations) The Upside of Waste Management NEIA Workshop
