Task 10: Determine framework for provision of information & Task 11: Determine data storage • Design a database and data management protocols taking into account the identified indicators, types and sources of information the proposed linkages with existing information systems, data storage and the proposed institutional arrangements • Develop user interfaces i) for SIS/data managers to update, manage and analyse safeguards information and ii) for other stakeholders to access information
Task 16: Compliance framework • Identify options for compliance framework, linking the SIS with the feedback and grievance mechanism (under development) and identifying triggers and actions for non-compliance. • This may include identifying which safeguards information is • mandatory for REDD+ activities (projects not eligible for REDD+ finance if information not provided or standards not met), • required (all projects must provide the information but no required standard) • requested (recognising capacity and resource gaps, with a plan to strengthen provision of this information over time) • Develop options for quality control mechanisms - such as 'safeguards information forum, e.g. periodic public meetings at sites where REDD+ activities are implemented to review safeguards information and hear any grievances • Could potentially be led by civil society organisations for greater independence and neutrality, potential use of independent observers, spot checks, watchdog, omubudsman • Review compliance framework options with the Safeguards WG
Task 17. Pre-test and Maintain the System • Provide training for EPA/FDA and/or others responsible for SIS at national and sub-national levels (training sessions at national level and in 2 regions) • Facilitate collection of information from existing REDD+ programmes and projects (e.g. FFI Wonegizi project and Liberia Forest Sector Program) • Provide ongoing support for SIS management until the project ends • Produce report of pre-testing and training phase
