WHAT WE HAVE DONE • Considered again the 15 recommendations made in the Phase 2 Restructure Report using the presentation made in February as a framework • Reviewed comments made round the table in February • Looked at a way forward • `
PHASE 2 REPORT FEBRUARY PRESENTATION • Meaty or primary bits • Detailed or secondary bits • Implementation bits including timescale
Meaty Bits • Proposed future structure of the Association Phase 2 Report recommendations 12.2 b) to e)
Meaty Bits – International Council(12.2b) • A key recommendation is the creation of an International Council • Concerns expressed at February Grand Council: - extent of powers proposed - small number of Brothers on it - length of time in office
Meaty Bits – National Councils (12.2c) • Report recommended that two be established – GB and Australia • Strong support for discussions to commence on the creation of an Australian National Council • Many GB Directors felt proposals on GB National Council would affect workload and pockets of Directors with cost and representation issues • Some Directors feel that a structure could be established with the existing Grand Council as a basis
Meaty Bits – Provinces (12.2d) • Greater devolution of responsibilities to Provincial Councils envisaged in the Report as part of the principle of subsidiarity • Concerns expressed about the capacity of Provincial Councils to deal with proposed transfer of responsibilities
Meaty Bits – International Development Areas (12.2e) • Report recommended that these be introduced and established • To be supervised by a Director for Development Areas (DDA) • Considerable support for this and the recruitment of a strong DDA
Detailed Bits – Constitution, Rules and guidelines (12.2a&f to k) • Report recommended that a Constitution, rules and guidelines are drafted and agreed • Considerable support for asking the Rules, Regulations, Policies and Procedures Work Group to develop the ideas and information in the Report
Detailed Bits (12.2 g to i) • Creation of secretariat, financial procedures, election processes • Many Directors feel that these can only be determined after agreement reached on meaty and other detailed bits
Implementation Bits – Timescales (12.2 o) • General concern that the timescales in the Report are unrealistic and could not really be decided until the future structure of the Association decided (the meaty bits)
Implementation Bits ( 12.2 l to n) • Recommendations regarding the future of the Commission • Real support and praise for the Commission’s work – feeling that members should be available to assist Review Committee
International Development • Could appoint within Grand Council a strong Director for Development Areas to oversee international development. • Could be adopted irrespective of any other proposals
The Detailed Bits (1) • Task the Rules, Regulations, Policies and Procedures Work Group with reviewing the existing rules and regulations, including Aims of the Association and roles and responsibilities of officers. To include a review of Grand Council standing orders • RRPP Group later to consider the impact of any restructuring decisions on that work and to formulate a Constitution
Implementation • A timetable can only be determined by decisions taken on restructure • Members of the Restructure Commission be asked to give reasonable assistance to the Review Committee for the time being • Publish the full Phase 2 Report to the membership with appropriate commentary.
National Councils • Full implementation depends on the conclusions reached on the establishment of an International Council • The establishment of an Australian National Council should be considered (discussion document sent to Directors of Provinces 20 and 21) • Would National/Regional Councils for Development Areas who achieve certain membership encourage development of the Association in those areas? • Detailed discussion of GB National Council deferred
Provinces • Continue to review Provincial and Directorate structures as part of the subsidiarity proposals in the Report, to include the Review of Provincial Councils carried out in 2010 • Debate the representation on a Grand/National Council
International Council • Proposal to be formulated by the Review Committee for July
International Council- Questions to be asked • Would it be in the long term interests of the Association however the membership develops? • If it is ,should it be in the form described in the Phase 2 Report – how would the “light touch” work? • Could Grand Council evolve such that international matters are dealt with by an international arm(IC) and GB matters by a national arm (NC)?
Detailed Bits (2) • No action on the proposals in respect of secretariat and election process until future structure determined
Summary and Recommendations • FOR NOTING: • RRC to come back in July 2012 on proposals regarding an International Council and to include a vision for the Association • RRC to make proposals to amend certain Rules and Regulations to improve Grand Council relating to the date for submitting audited accounts; reducing the number of meetings to 2 per annum; PGPs to continue on Grand council for one year after demitting office • RRC to examine the possibility of amending Rules and regulations to permit the creation of National Councils to expedite the creation of an Australian National Council should that be agreed
Summary and Recommendations • FOR APPROVAL (1): • RRC Terms of Reference • Discussions with the Australia Committee to continue • RRPP Group to review existing Rules, Regulations and Procedures, Duties and Responsibilities of officers and Grand Council Standing Orders • Development Areas proposals to be given detailed consideration by RRC • Publish full Phase 2 Report to the membership
Summary and Recommendations • FOR APPROVAL (2): • Defer consideration of a GB National Council • Provincial and Directorate structures in GB and Australia to be contemporaneous with consideration of National Councils in each country • No action to be taken on secretariat and election processes until primary and other secondary bits determined • Members of Restructure Commission to remain on standby • The Restructure Commission timetable is not adopted with no alternative set for time being
