PERIOD FOR COMMENT • Too short. • Time for comment should have been extended for more meaningful consultation with most of the stakeholders e.g. voluntary associations and registered persons. • This might compromise high standards in professions e.g. Engineering. • Last Acts 2000. • Very difficult to make amendments.
DEFINITION OF CANDIDATES • Clause 1(i) and Reg 48. Two different definitions. • No scope for specified category e.g. Lift Inspectors, Lifting Machinery Inspectors or DoL not catered for. • Community representation 15 5(b). Why are professionally registered people excluded. • Board members should not be limited to 20. Too small a number for 29,000 registered persons (ECSA).
CAPACITY OF REGISTRAR TO ACT AS SECRETARY TO SIX PROFESSIONAL BODIES 12(2) • Council should not prescribe qualification for registration – function of boards. • ECSA should not loose international recognition. • The Bill will have financial implications for the State. Currently the State does not contribute financially.
WHO DOES REGISTRATION : BOARDS OF COUNCIL • Clauses 18(2), 18(3) and 26(1). • Examinations. 26(3) Nature not council but boards. • Clause 41. Needs clarification. Contradicts 39(3)(b).
REGISTRATION AUTHORITY PROCESS • Setting minimum qualification – Minister, Registrar or Boards. • Approval of educational qualification standard. • Remain with boards to retain international recognition.
PEER EVALUATION FOR REGISTRATION TO BE RETAINED • All Accords and Mobility Forums are dependant on this. • Representation on CBE Council be proportional to the number of registered persons to keep balance.
