Mandate of the Working Group (1) Deepening mutual learning on internationalisation of R&D and developing joint recommendations at the examples of S&T cooperation with Russia, India and Brazil: • to identify good cooperation practice. • to analyse major challenges and trends as regards - dynamics of S&T and innovation systems - activities of major competitors of the EU towards/with these countries • todevelop common objectives of MS/AC and options for actions to be implemented - at national level - through coordinated efforts of MS/AC in variable geometries - at Community level …

Mandate of the Working Group (2) … at the examples of S&T cooperation with Russia, India and Brazil: • to identify synergies throughcoordinating measures of MS and the European Commission to undertake and facilitate joint or complementary activities at national and European level In addition: • to link national and Community efforts to gain information • to set up evidence based impact assessment and evaluation procedures for internationalisation of the ERA including criteria and indicators.

Outcome (1): Motivations for a closer coordination of S&T policies vis-à-vis Third Countries Shared interest of MS/AC among others in: • Efficient access to R&D (policy)-related information • Improving the legal framework for opening the ERA to the world • Increasing efficiency and sharing risks through pooling activities and resources with Third Countries - in basic research and - in areas addressing global challenges (climate change, energy, security, health and sustainable management of natural resources) • Stronger European standing in the international arena - speaking with one voice where appropriate • Promotion of European standards and ethical principles for the performance of science

Outcome (2): Selected Recommendations to MS and European Commission • Develop and implement joint strategies of the Member States and the European Commission vis-à-vis Third Countries or regions to- make better use of the European knowledge base- reflect (common) interests of Member States- integrate contributions of the MS in its implementation through Joint Action Plans • Widen joint S&T dialogues between the EU Member States and Third Countries or regions building on the positive examples, which should be implemented in partnership with the European Commission …

Outcome (3): Selected Recommendations to MS and European Commission (cont.) • Increase the effectiveness and efficiency of information gathering on S&T in and with Third Countriesthrough linking national and Community efforts and considering ERAWATCH to become a ’central gateway’ for EU-Third Country cooperation in the field of R&D • Draw common conclusions and recommendations on trans-national funding instruments with Third Countries including the need for an institutional setting for implementing joint funding schemes with Third Countries and administering respective ’common pots’ most effectively and efficiently …

Outcome (4): Selected Recommendations to MS and European Commission (cont.) • Increase brain-circulation between the EU and Third Countries through promoting the opportunities, advancing funding schemes and removing still existing barriers • Analyse the potential of international agreements of the EC with Third Countries to provide a general framework for international S&T cooperation ensuring complementarities and consistency with S&T agreements of the Member States • Establish local science counsellor networks as a flexible structure involving EC delegations and Member States´ embassies in priority Third Countries …

Outcome (5): Selected Recommendations to MS and European Commission (cont.) • Proactively promote the European Research Area to the world addressing the critical mass of the European research potential • Share experiences and prepare a better ground for reliable and comparable impact assessment and evaluation of S&T policy measures addressing international cooperation

16. 5. Proposed next steps • Develop an integrated concept for systematic, efficient informa-tion exchange on S&T (policies) inThird Countries and on cooperation activities with Third Countries. A workshop should be organized inviting relevant EU stakeholders and the OECD • Foresee an appropriate action on Community level for the coordination of marketing activities of Member States and Associated Countries in Third Countries aiming at promoting the values of the European Research Area to the world • Develop reliable and comparable indicators for an impact assess-ment of policy measures towards the internationalisation of S&T

Proposed next steps (cont.) and • Consider the outcome of the OMC Working Group for the work of the “Strategic Forum for International Cooperation” • Acknowledge the activities of the OMC Working Group as good practice of the “new partnership” between the EU Member States and the European Commission.
