RMAL History • 2003 APEC Leaders tasked Australia and the USA to conduct a feasibility study and report back in November 2004 • 2004 Feasibility Study presented to APEC leaders • 2004 APEC leaders tasked US and Australia to conduct Pilot – Lost and stolen data • 2005 RMAL Pilot expanded - New Zealand agreed to participate in Pilot
Purpose of RMAL PILOT • To strengthen the collective capacity of participating economies to detect lost and stolen passports. • The RMAL pilot will provide a Proof of Concept of a system for multilateral access to lost and stolen passport databases. .
RMAL guiding principles • Focus on enhancing the counter-terrorism capacities of participating countries • No negative effects on participating countries’ rights to determine who may enter the country • Ownership and visibility of shared data to be vested in the country that provided the data • Participating countries should not be able to use RMAL to monitor nationals from other participating countries without the express permission of that country
RMAL guiding principles (contd.) • The privacy laws of each participating country need to be satisfied • The operating system would operate seamlessly with the departure control systems of airlines flying to participating countries • The operating system would complement and, if possible, be interoperable with existing border management systems of participating countries or other regional or multilateral systems developed to enhance border security • Travel should be monitored on a real-time basis rather than ex-post basis
