09673 Evidence for the Inclusion of Most-At-Risk Adolescents (MARAs) in the National AIDS Response in Ukraine- Secondary analysis, disaggregated by age, of bio-behavioural data collected among MARPs (2007, 2008, 2009) to assess prevalence and risk among most-at-risk adolescents (MARAs) aged 10–19.- Behavioural survey among street-based adolescents (N=805, aged 10-19, 565 boys, 240 girls) in four regions (2008) using location-based network and convenience sampling. Conclusions (1) • The proportion of adolescents among MARPs is significant and is not getting smaller. • Including MARAs as one of the priority group of the national HIV response is crucial. • Disaggregation by age and sex is crucial when analysing HIV behavioural surveillance data on MARPs. • MARAs and street children should be included in national HIV research. • MARA/Y find it more difficult to get access to prevention services because the majority of the current programmes target adults. • Research confirms that the estimated level of HIV prevalence among MARAs is high, while the level of service provision is very low and access to services is very limited.
Conclusions (2) • Street children are at significant risk of contracting HIV due to widespread injecting drug use and unprotected sex practices. The group initiate risk behaviour at an early age and do not have good access to prevention and other health services. • Solutions for provision of social and health services for HIV-positive homeless children should be found. • Donor policy should be influenced so that donors target MARAs as the priority group in the HIV field. • Re-orientation of health and social services to MARA needs should be effected by changing the policy of and building capacity of service providers
