Webinar Goals • To inform interested parties about the upcoming study. • To invite stakeholders to participate in its design. • To outline processes for stakeholder engagement.

Proposal to Use RASS as the Foundational Data Source • The electric IOUs propose using the 2019 Residential Appliance Saturation Study (RASS) as the basis for the essential use study. • Consistent with decision language. • The most comprehensive survey of energy end-use in California. • Approximately 40,000 households in the IOU service territories are included. • Future updates will provide a basis for updating essential use estimates. • Includes key demographic, geographic and design variables for studying essential use (e.g., climate zone, dwelling type and age, household income, etc.). • The electric IOUs propose contracting with the implementer (DNV-GL). • Demonstrated expertise with conditional demand modelling. • Produced 2003 and 2009 RASS studies with content, structure and estimates. • Has access to sample units for potential follow-up surveys. • A direct award will avoid delays caused by RFO processes.
