Power to ICT • Rural Telecom: Requirement of Reliable Power Supply • Data Center • High growth due to cloud computing and other market and technological developments • 50 percent operating cost in Air-conditioning • Last Mile Telecom Connectivity: Broadband on Power Line(BPL) • Reliable and Low Cost Connectivity: Optical Ground Wire(OPGW) • Complete Solution: Tower, Shelter, Power, Connectivity • New Business Models and Capacity Building

ICT to Power • Distributed Information Processing in the Power Management System • Managing Peak Demand Using Reverse Communication From Power Consumers to Power Generators- Saving in Generating Costs • Integration of RE sources With the Power Transmission Grid • Innovative Power Tariff Plans Using ICT • Managing Subsidy: Cost based power tariff and targeted subsidy to the poor population using ICT( Unique Identity and money transfer on Mobile platform) • Indian Example of flat tariff plan since 1989 for tube wells in various states to save metering and billing cost, which was 30 percent of supplying power ( Source: Agriculture water management article 95(2008) )

  5. Regulatory Issues • Electricity Act in various countries very forward looking- Easy Entry Conditions, Open Access, Promotion of Competition. Example, Indian Electricity Act ,2003 • No Generation License subject to compliance to technical standards • Open Access • Electricity Regulators could not fully succeed to enforce the provisions of law in practice • Telecom Regulators had followed this difficult path, which led to the success in telecom sector • At Macro level common issues related to Subsidy, Tariff, Interconnection, and Open Access in both Power and Telecom Sectors
