2. Purpose • To provide an information briefing on the work to date in support of KORCOM training requirements and outline how it can drive the Joint Training Enterprise towards the recommendations provided in the Live Virtual And Constructive Architecture Roadmap (JLVCAR) and Flagship Studies

4. Background • SECDEF published USFK Transformation Guidance on 4 Jul 07 • In FY08 JFCOM and Team Orlando fund Flagship Study to determine if JFCOM can leverage Service simulations and tools to reduce costs • Flagship Study team recommends a Unified Architecture • LVCAR study published in September 2008 • JFCOM holds USKORCOM M&S Futures Workshop in May 09

USKORCOM M&S Futures Workshop Senior members and technicians from the following organizations attended a two day collaborative workshop at JWFC and reached consensus on the recommended Course of Action. • Joint Warfighting Center • Korea Battle Simulation Center • Korea Air Simulation Center • National Simulation Center • Jet Propulsion Laboratory • Air Force Agency for Modeling and Simulation • Department of the Army Management Office - Training Simulations • Program Executive Office - Simulations Training Integration • US Pacific Command • US Forces Korea • US Army Forces Pacific • Pacific Air Forces • Fleet Forces Command

6. Workshop Objectives • Clearly define the issues of this complex training environment problem as they pertain to the unique and quickly evolving USFK training requirements • Produce a coordinated roadmap of COCOM and Service responsibilities that will support near term training needs and USKORCOM's training plan supporting OPCON Transfer to the ROK JCS and beyond.

7. Problem Statement • To meet KORCOM training requirements there is a requirement for a jointly accredited suite of constructive models • Capable of modeling entire Korean theater • Meets all theater and service training requirements, operational to tactical • Capable of fully interoperating with ROK simulations • UNC-CFC-USFK M&S Requirements Doc, v9 • FOC: FY13

8. Unified Architecture Integrate Army’s Multi-Resolution Federation – WARSIM (MRF-W) and Korean federation (KSIMS) with JLVC (Unified Architecture) Sustain Army’s Corps Battle Simulation (CBS) based MRF (MRF-C) and maintain KBSC’s RESA until 2013 • Summary • Continue model interoperability between US/Korean ground models • USAF models integrates through JLVC (completed) • Continue model interoperability between US/Korean air models • USN model integrates through JLVC (completed) • Marine Corps model integrates through JLVC • Brigade and below specific tool requires a separate architecture • Develop a bridge to Korean models • Benefits • Leverages Joint M&S efforts • USN/USAF integration complete • Programmatic simplicity • Detriment • Korean Model integration takes a step backward

10. Benefits of a Unified Architecture • Maximizes existing Joint LVC training standards, LVC investments, and Service training capabilities / roadmaps • Eliminates redudant efforts by services • Provides initial effort to link coalition training architectures • Promotes the JTE vision and goals as described in the draft DoDI 1322.xx and 1322.yy • Implements selected pieces of recommendations identified in the LVC AR report, the Flagship Study, and the JCOM project

Issues Requiring Further Analysis • Actual Status of WARSIM/MRF-W Development • Timelines make an assumption that WARSIM will be operational ready for integration • WARSIM Database build requirements • Korean Model Integration Requirements • Requires Initial Design Meeting to Scope Integration Effort • KBSC Communication Infrastructure • Need to evaluate current communications infrastructure • Upgrades might be needed to support JLVC • Cross Domain requirements to integrate Korean models

Status and Way Ahead • Conducting analysis on alternatives • Working with USFK, OSD and Joint Staff to allocate necessary funding • Analyzing existing programs • Submitted PR11 budget request • Proposed way ahead: • Sustain existing federation (JTTI+K) thru FY12 • Identify funding for sustainment and development • Design, Develop, and implement “Unified Architecture”
