BEGINNING • The Bulgarian association of the metallurgical industry was founded in 1991 as an association of employers in the metallurgical sector and the collateral production, activities and services. • Composition Founders – 18 corporative members – Bulgarian companies from metallurgy, production of rolled steel and steel articles, refractory materials, repair activities and services. • Property of capital of founders – 100 % state owned. 21.04.2008

PRESENT DAY • Chamber members : - 41 corporate members- 3 associated universities • Distribution of companies by type of activity: • Production of metals, rolled steel and articles – 18 companies • Refractory articles and subsidiary materials – 6 companies • Repair activities, sales, etc. – 16 companies • Property of capital of chamber members - 100 % privately owned 21.04.2008

BASIC AIMS AND GOALS OF THE ASSOCIATION • To represent and safeguard and unite the interests of its members before the state, social and international organs and organizations and syndicates. • To consolidate the interests of its members and to assist their development for the implementation of an efficient economic activity. • To bring about a high professional level of those employed in the sector and to assist in implementing the technical and technological progress. • To assist in implementing measures for the introduction of environmentally safe production. 21.04.2008

To assist its members in implementing programmes for the improvement of working conditions, for ensuring a safe and secure working environment. • To disseminate and impose the good practice, ethics and morale of the decent partner in the branch. • To achieve a successful integration in the related European and world employers’ organizations.. • To keep a constant dialogue and cooperation based on a good partnership with the representative syndicate organizations in the branch. 21.04.2008

To prepare standpoints on drafts of laws and legislative acts related to the sector in priority areas such as: • - Preservation of environment (Directive 96/61/ЕС); • - Improvement of the working environment and ensuring healthy and safe working conditions; • - New forms of social and labour law relations, etc. • To study the experience and convey to the Association members the legislative base and decisions on similar problems in the other EC member-states. 21.04.2008

To inform the affiliated companies about the preparation processes to a National plan for the distribution of quotas of CO2 and trade in greenhouse gas emissions. • To cooperate with state organs and education structures for the raising of the education process, the preparation of cadres for the metallurgic industry and improvement of links between business, professional schools and universities. 21.04.2008

  8. To prepare, issue and distribute the annual edition of the Association about the state of metallurgy in Bulgaria. • To inform the affiliated members about the economic development of the country and the part of the metallurgic sector, about changes in the European and world market of metals and metal production. • To inform the affiliated members about new decisions of the European commission and forthcoming directives for implementation in the area of environment, labour legislation, corporate practice, etc. 21.04.2008

To carry out the relations and membership of the Association with EUROFER and EUROMETAUX ; • To keep regular contacts with the International Iron and Steel Institute (IISI) and carry out the exchange of information about the state of steel production in this country, the world production and production by regions. • To take part in international projects and programmes. 21.04.2008

  10. PARTNERSHIP WITH THE SYNDICATES • To take part together with the national trade union structures in the specialized branch council for tripartite cooperation “Metallurgy” at the Ministry of economy and power energy in solving rising labour conflicts in the metallurgic plants. • To hold talks and sign agreements with the representative syndic organizations about the amount of the minimal insurance income by profession groups for the respective year. • To hold talks, to prepare and sign a Collective branch labour agreement. • To organize specialized training of companies personnel in the legislation of labour conditions, safety and health management at work. 21.04.2008

Joint participation together with representatives of the branch trade unions in the branch council on Labour conditions “Metallurgy” at the Ministry of economy and energy. • Forming joint groups with the branch trade union for the development of projects and applying for funding from EU programmes. • Carrying out regular meetings with the management of National branch trade unions and discussions on important social and economic issues and problems connected with the metals sector. 21.04.2008

CHALLENGES AND PROBLEMS IN THE FUTURE ACTIVITY • Fulfillment of ECOLOGIC REQUIREMENTS: - Complex prevention and control of pollutions – IPPC - Distribution of quotas and trade in СО2 emissions - New chemistry policy (REACH) and its impact on metallurgy. • Present and forthcoming changes in TRADE AND INDUSTRIAL EU POLICY, resulting from the globalization of economy and their impact on Bulgarian metallurgy. 21.04.2008

Increasing the competitiveness of metallurgical production on the base of high-tech and energy-saving processes. • Improving the quality of education and professional qualification of the workers in the sector. • Fulfillment of the requirements of the European Union, of the International Labour Organization and the World Health Organization for SAFETY AND HEALTH AT WORK. 21.04.2008

The import of metal production in 2006 was 1 261 m Euro representing 6.2 % of the total import of commodities and services in the country. • The value of exported metals in 2006 was 2 379 m Euro at an increase of 25.5% compared to 2005. • The volume of export of the sector “Metallurgy” represents 15.1 % ofthe total export of commodities and services in the country. 21.04.2008

Major investment activities • Investments in new capacity, reconstruction and modernisation (following the privatisation in the sector)- about e 2 bln Euro. • New investments envisaged in the period 2008– 2010 - 1 bln.
