2. A noise abatement plan was negotiated as part of the Final Agreement between the MAC and the City of Eden Prairie at the end of 2001.
That agreement established MAC ordinance 97 and outlined several actions on behalf of the MAC that are intended to reduce noise impacts at FCM.
In return the city dropped their opposition to the proposed FCM expansion and agreed to support the runway extension of the south parallel to 5000 ft,

Maintenance run-ups at FCM are prohibited between 10 p.m. and 7 a.m.
Pilot compliance with Ordinance No. 97 and the voluntary noise abatement plan is critical to the successful operation of FCM
MAC ordinance 97 took effect on January 31, 2003.

Under the conditions of the Final Agreement, the MAC committed to track the number of Stage 2 aircraft operations at FCM on a continuous basis and report the number on our website. If the number of stage 2 aircraft exceed 75 an any rolling 12-month period, the MAC is obligated to undergo a Part 161 analysis to implement a mandatory ban on stage 2 aircraft at FCM.

Limit night flights between 10 p.m. and 12 midnight for nighttime flight currency purposes only. Nighttime hours at FCM are defined as 10 pm to 7 am.
This is the time period when people are normally resting and ambient sound levels are generally low due to less activity.
Aircraft operators are asked to avoid operating between 10 pm and 6 am when possible.
Limit flight activity, and if you do operate use Runway 10R as the preferential runway and complete all nighttime currency touch and goes by midnight.
Use the south parallel runway for operations before 7 a.m. and turn southbound as soon as practical to overfly the river valley while you are gaining altitude.
