Croatian HE system QA in Croatian HE system –responsibilityof a single public agency– Agency for Science and Higher Education • 10 universities (8 public and 2 private) • 15 polytechnics (11 public and 4 private) • 25 colleges (3 public, 22 private) • 180,000 students
Croatian QA Agency • 2005 – establishment of ASHE; development of QA model in line with the Standards and Guidelines for QA in the European Higher Education Area (ESG) using best international practices • 2011 – external evaluation of ASHE– ENQA/EQAR membership/full compliance with ESG • 2017 – renewal of ENQA/EQAR membership

Re-accreditation of HEIs in the first cycle • Mandatory for all public and private HEIs in five-year cycles • (130 HEIsinthelast 5 years) • Inlinewiththe ESG 2005 • Scope: minimalcriteria(accountability) and quality grade withrecommendations for improvement(enhancement) • Model: combined (institutionalandprogramme) evaluation
Re-accreditation of HEIs in the first cycle Peer review experts – 619 in total

Reasons for updating the model • Feedback from HEIs and expert panel members, as well as ASHE self-evaluation, which all indicated that the model is in need of revision • Further alignment with the ESG 2015 • Need of interlinking the planned external evaluations (re-accreditation of HEIs and evaluation for CQF)
Major changes in the new re-accreditation model • Qualitystandardsadjusted to new ESG, esp. regardingESG 1.2 (learningoutcomesandconnection to CQF), ESG 1.3 (student-centredlearning, teachingandassessment) andESG 1.5 (competenciesandprofessionaldevelopment of teachers / staff) • Smallernumberofstandards; standard descriptions, indicatorsandevidenceexamplesincluded • Introduction of ‘keystandards’ • Quantitativestandardsincludedinthequalitygrade • Shiftfrominputs to outputs • Emphasis on improvementsbasedonrecommendationsfromthe 1st cycle
