3B3 Support for the implementation of the Strategy Plan for Private Education Promotion 2010–2020 • What needs to be done? • focus group meetings for private sector actors (including NGOs and other non-profit organizations) to spur investment in private education • focus group meetings on mobilizing philanthropic support for public or private education in disadvantaged areas • development of a decree on private education (targeting approval by the PMO by 2016, if not earlier) that is in alignment with the Investment Law and supports implementation of the Strategy for Promoting Private Education (SPPE), 2010-2020.
Where are we now? • ON SPPE: • SPPE was signed into a decree in March 2011 and launched in July 2011 • What has been done so far in terms of implementation? • Who should do what? • What are the constraints/problems in implementation? • What do we want to achieve? • Where do we go from here?
Where are we now? • ON PUBLIC AND PRIVATE PARTNERSHIPS: • Initial discussions done during the development of the SPPE • Are we ready to implement PPP? Who will do what and at what level? Who will coordinate activities on PPP? • What are the roles and responsibilities of the schools? The DEB? PES? MOES Departments? • What are doable models of PPP that can be adapted to the Lao situation? • How do we start PPP?
Where are we now? • ON THE REVISED DECREE ON PRIVATE EDUCATION: • Decree # 64 was promulgated in 1995; recently, DPEM was dissolved; PEACO was organized last February 2012 absorbing most of the functions, roles and responsibilities of the DPEM • What needs to be updated – • Registration and accreditation processes • Regulatory processes • Inspection, monitoring and reporting processes • Incentives for private schools
Target Outputs • Assessment on the current status of the implementation of SPPE and action plan • Compilation of PPP experiences that can be adapted in the Lao PDR context • A draft Revised Decree on Private Education that is aligned with SPPE and Investment Law and expanded to include PPP
