Issues Discussed & Solutions/Actions Proposed • Should Workings Groups be able to file comments and/or file NPRRs without those being voted on by the Subcommittee they are under first? • Concerns about WG meetings with very few attendees filing comments not reflecting broader market’s views • Minority opinion may not be documented very well with the comments • Voting at SC level makes issues more transparent • May impact COPS WGs. Currently CSWG is required to file comments for each COPMGRR • ERCOT will review and bring back language for the TAC procedures to define what WGs can do or cannot do for the next TAC meeting • Items that have a clearly defined change control process in place like COPMG and RMG may not be subject to any change 2
Issues Discussed & Solutions/Actions Proposed • What constitutes an appealable action of TAC? • Lessons learned from NPPRs 444 and 544 • An action of TAC is currently defined in ERCOT Bylaws as a 67% affirmative vote by TAC • Currently no defined procedure exist to appeal an action of a sub committee • ERCOT will bring revised language for the TAC procedures to improve the appeal process 3
Issues Discussed & Solutions/Actions Proposed • PPL Process of re-ranking at PRS meetings • ERCOT likes the input from the market participants to re-evaluate the rankings previously approved • Slides that show the releases are very good communication tool • No change or action proposed for the PPL review process 4
Issues Discussed & Solutions/Actions Proposed • Improvements for the meetings • Post the agenda and materials in advance as soon as possible • Communicate items that will be tabled in advance • Eliminate “Possible Vote” • Cancel meetings if there are no significant and/or urgent agenda items • Hold joint meetings with the different SCs or WGs if the issue at hand touches multiple processes • Some issues are pushed from one SC to another with no resolution for a long time • Workshops are preferred format of meeting for these type of issues • Better manage Webex meetings to eliminate disruptive sounds on the phone lines 5
