PROJECT: GREEN PROCUREMENTReporting period: 01/08/2013 – 31/08/2013 Project Brief/Summary Green procurement is the sourcing and purchasing of goods and services that are less environmentally damaging than comparable alternatives. Therefore, the project is focusing on these strategic initiatives for sustainable outcomes :- • Promotion activities , public awareness and knowledge • Capacity building including Training of Trainers • Guidance and advice • Development of guidelines, procedures and manuals • Research and study Process Owner : Ministry of Finance Project Partners : KeTTHA, EPU and SCP Consultants Objectives • To establish institutional framework for Green Procurement implementation. • To enhance competency and awareness of relevant stakeholders • To implement Government Green Procurement (GGP)/ Green Private Purchasing (GpP) in Malaysia by Year 2015 Project Fund: RM 436,800.00 Duration: 01/08/2013 – 31/08/2013 • Expected Outcomes • To establish a National GGP Steering Committee by 31 Aug 2013 • To organize 5 events of seminar, workshop, conference or exhibition by 31 Dec 2013 • To develop one training module for procurement officers by 31 Dec 2013 • To identify and select 2 pilot projects for GGP/GpP by 31 Dec 2013 • Status • National GGP Working Committee established in 28 Aug 2013 • Proposal to organize the PDRM Blueprint Workshop. • Identified 2 potential training modules- • Life Cycle Costing • ASEAN+3; Korea GPP Benchmarking • PDRM GGP Implementation is part of Blueprint. TNB had sent letter of acceptance.
PROJECT: GREEN PROCUREMENTReporting period: 01/08/2013 – 31/08/2013 Activities Completed (During reporting period) • Organized First Meeting for Government Green Procurement (GGP) Working Committee- Chaired by Ministry of Finance & Ministry of Energy, Green Technology and Water, KeTTHAPutrajaya on 29 August 2013 • Participated in Technical Workshop on GGP, Bangkok Thailand on 28-29 August 2013 • Meetings and discussions of SCP core team in preparing the TOR and selecting the members of 5 sub working groups of GGP Working Committee, % completed: • GGP Steering Committee (100%) • 5 events (100%) • Training module (20%) • GGP/GpP 2 pilot projects (20%) % funds utilised: 28.90% • Activities Planned (For next reporting period) • Organize 2days-1night workshop on preparing PDRM Blueprint ‘AmalanHijau & AplikasiTeknologiHijau’ including GGP Pilot Project on first week of September 2013 • Participate in GPNM: 4th International Green Purchasing Conference, Sunway Resort & Spa, Subang Jaya on 18-20 September 2013 • Organize 4days-3nights workshop on developing PDRM Training Module ‘AmalanHijau & AplikasiTeknologiHijau’ including GGP Pilot Project on forth week of September 2013. • Preparation of Life Cycle Costing Workshop in Kuala Lumpur tentatively 8th and 9th October 2013 and MGTC will be the organizer and participant. • Participating in SCP Indicator workshop in Putrajaya which GGP is also one of the SCP core sector.
PROJECT: GREEN PROCUREMENTReporting period: 01/07/2013 – 31/07/2013 Impacts of the Project • 12 ministries have committed to be members of National Government Green Procurement Steering Committee (EPU, MOF, MITI, KPDNKK, MOSTI, NRE, KPKT, KKR, MOA, MoTour, MPIC & MOT) • 2 prominent agencies are showing interest to join GGP Pilot Projects- PDRM & TNB • Photos of activities for the period of reporting • Technical Workshop on GGP, Bangkok Thailand on 28-29 August 2013 • Challenges • Readiness from government and private sectors to implement green procurement • Lack of local green products and services in market • Actions • To organize promotion, awareness and knowledge sharing activities on GGP/GpP to government and private sectors • To collaborate with MyHIJAULabelling and MyHIJAU Industry & SMEs Development to increase local green product and services companies.
