The GREEN-EaP project: Factsheet • ▪ Title: Greening Economies in the Eastern Neighbourhood (GREEN-EaP) • ▪ Geographical coverage: Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine • ▪ Total budget: EUR 10 M + contribution by implementing agencies (EUR 2.5 million in total sourced by OECD, UNEP, UNIDO, UNECE) • ▪ Project duration: 48 months (2012-2016)
The GREEN-EaP project: Three Components Component 1: Governance and financing tools for promoting SCP • ▪ Objectives: (a) to support advancements in the relevant sectoral policies' regulatory framework and (b) to promote demand and supply of SCP of both the public and private sector • ▪ Proposed policy areas of intervention: strategic policy setting, SCP financing, green public procurement, SP processes • ▪ Activities include: reform of environmentally-harmful subsidies; tax policies and market incentives; investment policies and access to finance; SCP strategy definition and progress measurement
The GREEN-EaP project: Three Components Component 2: SEA/EIA: accompanying SCP policy implementation • ▪ Objective: Integrating environmental considerations into the preparation and adoption of plans/programmes/projects by ensuring that environmental assessments are carried out for initiatives that are likely to have an impact on the environment • ▪ Activities at policy level include: revision of the existing national regulatory and legislative framework; capacity building on SEA/EIA procedures, following good practices in use in the EU; strengthening the administrative capacity of the authorities in charge of the environmental assessments.
The GREEN-EaP project: Three Components Component 3: Demonstrationprojects • ▪ Regional or national with regional value or replication potential • ▪ To be identified in cooperation with Partner Countries and to be implemented on a sector basis or with a more specific territorial focus • ▪ Objective: Projects will target both demand and supply side of production and will include actions for stimulating public and private consumers' demand • ▪ Activities include: promotion of resource efficient and cleaner production processes across sectors and companies; work on innovation and sustainability through SPP; promotion of organic farming.
