ISSUES • Climate change variability is challenging the effectiveness of SPS regulatory systems which in turn is impacting on trade and market access • Yet the interface of climate change, SPS risks and trade is not well understood. • There are new financing mechanisms under CC; Agriculture is key in the CC negotiations, 20 August 2012, Lilongwe - Malawi
ISSUES • At country level, there is limited collaboration between CC and SPS implementing agencies • What mechanisms can we utilize to improve collaboration as well as leverage CC financing instruments ???? 20 August 2012, Lilongwe - Malawi
OBJECTIVES OF THE DIALOGUE • To discuss findings of a review of typical cases in the tripartite region, where climate variability has had impact on SPS risks, food security and trade • To obtain countries’ perspectives on the effectiveness of domestic policies and strategies in addressing the challenges of new/emerging SPS risks as a result of climate variability • To recommend policies and strategies that will enhance collaboration and financing for SPS capacity 20 August 2012, Lilongwe - Malawi
