  6. Verteilung pauschaler Mittel • Kreisebene: 10% nach Fläche, 90% nach Einwohnern • Gemeindeebene: 100% nach Einwohnern

  7. Festsetzung des Eigenanteils • Festsetzung des Eigenanteils nach Steuereinnahmekraft: • Alle Kommunen zusammen 20% (120 Mio. €) • Individueller Eigenanteil von mindestens 5%bis maximal 25%
