  3. Policy Progression • End of special exception for co-regulators in October 2007. • Public Interest Exception – SESARM Approval in November 2008. • Lessons Learned Analysis by October 2010 – Competition Exceptions

  4. Noncompetitive Awardsunder Public Interest • SESARM was first air MJO to receive approval under public interest exception. • Approval of three year workplan - included budget/planning targets for FY09, FY10 & FY11.

  6. The Challenge • FY 2011 – Third year of grant • Limited amount of funding eligible for award under current grant approval. • Option to Amend Grant Award under Section 13 of Competition Policy? “Within the scope of work of original agreement”

  7. State Holdbacks(Handout) • EPA is seeking direction from states for Year 3 of SESARM budget: • Authorize national/regional holdbacks based on existing SESARM approved budget and/or amended budget (if necessary)? • Authorize state holdbacks? Specify.
