4. International Paralympic Committee (IPC) Competition Designation What Officials are required for: • IPC competition – Technical/Asst. Director (TD/ATD) full slate of senior officials (10) and as many classifiers as required. (2.1.4, Parylimpics, Worlds). • IPC sanctioned competition – TD, 4 stroke Judges as many classifiers as required. (2.1.5, European Championships).

5. IPC Competition Designation • IPC approved competitions – IPC appoints the classifiers and the LOC appoints the appropiate number of officials (2.1.6, CanAm)

6. New Officials on Deck Most National/International meets have the following Officials on the Deck: • Technical Director (TD) • Technical Official (TO) • Medical Classifier • Technical Classifiers • Extra Office Staff

7. Technical Director (TD) • Similar to our SNC Competition Coordinator • Oversees the IPC Swimming Classification of swimmers before and during the meet. • Coordinates the Technical, Medical Classifiers, and Technical Officials (TO). • Approves the results and records

8. Medical Classifier • Is a Physiotherapist or Doctor • Does the bench test (video next) • Observes the swimmer in the water prior to and during competition (usually from the stands) • Available to the TO to consult on a swimmer’s ability to do a stroke • Assigns the swimmer a classification and does the exceptions

9. TO • May assist with classifying swimmers before and during the meet. • May assist with creation of exceptions for each swimmer, which will appear on the heat sheets. • During a competition one on either side of the pool to observe the swimmers. Walks with the Stroke Judge. • Approves and signs all DQ’s made by Referee, Starter and S/T Judges, to ensure the swimmer’s stroke meets the rule exception.

19. What is Classification? Grouping of swimmers with like abilities for the purpose of competing in sport in a fair field for competition. Why Classify? 24. Codes for Exceptions W – Water Start - MUST start in water F – Feet Start – Support Staff (SS) holds swimmer’s feet to the wall H – Hearing impaired light or signal required Y - Starting Device - Water starts, belt, towel etc.

25. Codes for Exceptions E - Unable to Grip For Backstroke Start – Support Staff can hold the swimmer A – Assistance required – Officials, if requested by the swimmer T – Tappers - Must have one at each end and they must tap the swimmer. A miss is a DQ.

IPC Swimming Disqualification Descriptors • Descriptor allow rapid reference to where the DQ is found in the IPC Swimming Rule Book. • This should never replace knowing the Rule Book, and where things are located. • You should go through the Rule Book and become familiar with the layout, which follows the FINA book as much as possible.

The hands shall not be brought back beyond the hip line except start and turn.

41. Support Staff Tapper/Tapping • an individual that indicates to the swimmers with a visual impairment they are approaching the end wall • An S11 being tapped requires two tappers one at each end of the pool • All Tapping devices will be checked by the Referee or TO before being used.

Support Staff • The Tapper is not allowed to coach the swimmer, talking to the blind swimmer to advise where the blocks and steps are is allowed • S11/SB 11/SM 11 swimmers must wear opaque (blackened) goggles, • these will be checked by the Referee or TO at the completion of the race Tapper/Tapping

43. Support Staff Swimmer Assistant on Start Support staff can provide: - balance - holding of feet (S1,S2,S3) - fitting of straps - indicate start for deaf Assistance to enter and or exit the water ONE layer of towel is allowed to protect amputee’s legs

45. Competition Structure • Meet Managers can integrate & run competitions by: • Classification, • World Performance Charts, • Seed by Time, • Seed by Event , • PARA swimming with Able Body • - Provided they have been classified and the meet entries show their classification (S6,SB5,SM6)

46. SNC/IPC Rule Differences Only two difference now with the new IPC rule changes (2010) Breast Stroke – Fly kick at start & turn must be completed by start of 2nd pull Butterfly – Breaststroke kick allowed
