LOW INCOME REPAIR AND REPLACEMENT ASSISTANCE PROGRAM (LIRAP)
LIRAP Current Statistics October 28, 2002 – November 30, 2007 • 53,365 Phone Calls Received at Toll-Free Hotline • 18,977 Number of Applicants • 14,922 Vehicles Successfully Diagnosed • 14,166 Vehicles Repaired • 756 Vehicles Retired and Replaced • 1,757 Applicants Denied Based on Vehicle Requirements • 533 Applicants Denied Based on Income Requirements • 150 Applicants Currently Going Through Program • 1,615 Applicants Did Not Utilize Program Assistance • 203 Participating Recognized Emission Repair Facilities 21
LIRAP Passed by the 80th Texas Legislature • Increases qualifying income levels to 300% of poverty level – a family of four may bring home (net) up to $61,950 and still qualify • Modifies retirement incentive to the following: • $3,000 for a car that is 3 years old or newer • $3,000 for a truck that is 2 years old or newer • $3,500 for a hybrid that is 1 year old or newer • Limits total cost of replacement vehicle not to exceed $25,000 • Allows for the retirement/replacement of vehicles at least 10 years old (does not have to fail an emissions test to qualify) • Limits administrative cost to 10% of the funds provided • Requires funds be electronically transferred within 5 business days 22
LIRAP Passed by the 80th Texas Legislature Estimated Funding Available for Fiscal Year 2008(Same Amount Available for Fiscal Year 2009) 23
