  4. ENTERPRISE EUROPE NETWORK Offers support and advice to SME’s across Europe 600 partner organisations in more than 40 countries EACI will help the Network deliver a first class service to SMEs, and manage projects and contracts

  5. MARCO POLO • €430 million from 2007-13 • Funds projects to get freight traffic off the roads, using rail, ships and river transport instead • Helps freight transport in Europe become more energy efficient • Next call in early 2009

  6. ECO-INNOVATION • €195 million from 2008-13 • EACI to manage“market replication projects” • Spotlight on SMEs + market uptake of innovative technologies and management • Next call in spring 2009

  7. INTELLIGENT ENERGY EUROPE • € 730 million from 2007-13 • Promotes policies and favourable market conditions for energy efficiency and renewables • Eligible countries: EU-27 (+ NO, LI, IS, Croatia) • >400 projects to date • Next call in early 2009

Creation of local / regional energy agencies • Public mission to serve local / regional communities to improve energy efficiency & make most of their renewable energies • IEE helps to set up the operational structure and an intelligent energy work programme for 3 years. • Improve local / regional decision-making • Promote action by householders, businesses (SMEs) and public sector • Create a critical mass of local activity • Change citizens’ behaviour

What is an Intelligent Energy Europe project ? • Promote intelligent energy with EU added value • At least 3 independent partners from different countries (7-8 in practice) • Projects with 3 year maximum duration • Average project budget € 1,000,000 • IEE supports up to 75% of eligible costs • Annual Work Programme • Market development, capacity building, institutional change, regulatory shifts, promotion • No ‘hardware’ investments, No R&D • next Call : Spring 2009

IEE – a programme that helps SME’s IEE addresses pioneers and multipliers. • IEE is a programme for targeted information dissemination. • Because of their high creativity and innovation potential, SME are important carriers of know how (developers of new technologies and services, pioneer users). • SME are important as disseminators of know-how. • IEE is a programme for (accelerated) capacity building. • SME have fewer resources and thus benefit more from targeted information activities, new education and training schemes, etc. • IEE is a programme for the development of new markets. • SME are benefiting from market development activities.

CHANGE project (Sept 2008 – Sept 2010) The CHANGE project helps SMEs to optimise their energy use by creating “Intelligent energy contact points” (advisors) in 61 Chambers of Commerce and Industry (CCIs) from 12 European countries. • CCI advisors will be providedwith training on energy efficiency and application of renewable energy. • They will act as “first ports of call” for SMEs in energy matters. • They will actively promote intelligent energy among the business community via websites, newsletter articles and >11,000 information events. • They will facilitate energy pre-checks and surveys for > 500 SME’s.

  17. Example: ECODRIVEN A Europe-wide campaign for better driving carried out by National Energy Agencies in 9 countries • A similar campaign carried out in 2004 in the Netherlands reduced CO2 emissions between 97,000 and 222,000 tonnes

SOLAR KEYMARK – II Up to 50% of all glazed collectors are crossing national borders – but different certification schemes create a trade barrier STEPS • Clarify the trade barrier problems • Update Solar Keymark scheme rules and create a CEN Keymark • Promote the scheme to business and public authorities RESULTS • Most EU countries accept Solar Keymark in their certification schemes • 40-50% of solar collectors sold in EU now have Solar Keymark

Policy proposals  Energy & Climate Change package agreed on December 2008 • Energy package includes 2020 targets : • 20-30% GHG reduction • 20% energy efficiency improvement • 20% renewable energy including 10% RES in transport • EU has set an example and looks forward to an ambitious international climate agreement to be agreed in Copenhagen at the end of 2009

Opportunities for Enterprise Europe Network and role of the IE Sector Group • Joint activities / events with Energy Agencies • Signposting of SME “clients” towards Energy Agencies • Collaboration with Energy Agencies in local “EU clubs” • Disseminate results of IEE projects • Contribute to IEE Info’ days • Sector Group - focal point for Network / Agencies

CONCLUSIONS Big challenge to tackle climate change by reducing consumption of conventional energy EU policy 20 : 20: 20 New EU Directive will set market framework Concrete actions, investments needed IEE is tackling market barriers, changing markets (labelling, creating new market places), easy access, changing behaviour, training, certification of installers, products and systems Important role for SMEs in tackling energy & climate change! 24
