  4. Remote Access to Healthcare

Emerging need for remote healthcare access • A 2006 Census Bureau report shows that people are migrating out of major cities • The report shows that a significant number are moving into counties 40 or more miles away from major cities. • A significant percentage of developing world populations have virtually no access to meaningful healthcare, especially due to lack of transportation.

Benefits of Remote Healthcare • Imagine if a doctor could monitor a patient’s health remotely • A patient could take her blood pressure at home and then an authorized care provider could securely access the results through a cell phone (Electronic Medical Records). • IBM and its partners are working on remote healthcare technologies.

BT • Monitoring device collects patient data • Data is sent to mobile hub via Bluetooth • Data is automatically sent to server but can also be inspected on hub • Data is processed on server and inspected by physician • Regime is determined by physician based on medical data analysis In the Works: Remote Patient Monitoring with IBM Personal Care Connect Server Data Patient Diary • Custom Features can be built such as entering data into a patient diary on the hub

Anatomic and Symbolic Mapper Engine, or ASME • IBM’s visualization software (called the Anatomic and Symbolic Mapper Engine, or ASME) would allow this doctor to click on the knee of a virtual human body and instantly see all the available medical history and information related to that patient’s knee, including text entries, lab results and medical images, such as MRIs.

Enablers • In order to fulfill the promises of the Internet in Puerto Rico: • Need to have increasing bandwidth and robust / resilient networks in order to fully utilize these new technologies • Telepresence • Security and Privacy will be of paramount importance, in order to build confidence on the systems • HIPAA • Identity Protection • Laws will need to keep pace with technologies, eg: • E-Rx • Medical practice across borders • Laws against 3-D Virtual world crime

  30. Organizations like Internet Society of Puerto Rico need to keep spreading the gospel to make these promises a reality, and ensure these advances are used in a responsible way, without creating a digital inequality system…
